and the fixing of tree liens against the property snown on the
assessment sheets made a part of said ordinances , it has become
impossible to pave and improve said portions of said streets;
WHEREAS , said ordinances cast clouds upon the titles of
the property abutting u nn said portions of said streets and
makes it advisable to repeal and set aside the, above numbered
ordinances.

Tne fact that said ordinances cast clouds upon tn(= titles
of said properties and may hind,:r or delay the sale of said
properties, creates an emergency and urgent public necessity,
and the rule that ordinances be read on three several days is
