SECTION 1 .
That Section 22 of Ordinance No. 445, passed and approved
on the aecond day of July, A. D. 1923, be and the same is here-
by repealed.
SEUTIUA 2.
The fact that Section 22 of Ordinance 445 has been in
effec-u heretofore repealed by other ordinances and that there
is an apparent conflict between such ordinances creates an
emergency; and the rule requiring the reading of ordinances
on three several days is nereoy suspended and this ordinance
snall take effect immediately upon its passage and approval.

(SECTION 22 OF ORDINANCE NO. 445)
SECTION 22. OPERATION OF WATER DEPARTiJLMT. The operation of the
Water Department shall be under the direction of a General Manager,
who shall be hired by the Board of Aldermen, and who shall act under
the direction of the Aldermen, in charge of Public Utilities. He shall
be an experienced water plant manager and shall be sworn in as a City
Official and placed under a bond of at least 4b, 000.00. He shall
employ a Chief Clerk who shall be placed under bond of at least ;;b, 000.00
and also a Cashier who shall be placed under bond of at least 42,500.00.
The General !:tanager shall have charge of all employees of the eater
Department including hiring and discharging, and they shall report direct-
ly to him. H�; shall have charge of the reading of all meters, making out
bills, and is impowered to collect all bills and accounts of the water
Department and shall deposit all monies so collected in the bank to the
credit of the City Treasurer, i+ater round. ehe fiscal year shall begin
April lst , and shall end March 31st of each year. He shall keep a
complete set of books, and all accounts and records of the dater vepart-
ment and shall render a financial statement monthly to the .3oard of
Aldermen. He shall approve all bills, payrolls and all expenditure of
monies of the Water Department before same are paid. He shall make
all extensions, install all machinery, and shall be held responsible
for the maintenance and upkeep of Lake Wichita, the dam, spillway, canal,
pumping plant, filtration system, and all property of the VI"ter Depart-
ment and shall keep all property in first class operating condition
and shall operate the entire Department in the most modern efficient
and practicable manner, so that the Water Department may always be
self sustaining and continue to earn a net revenue after all expenses
have been paid, including a proper amount waich shall be set aside
each year in a sinking fund to be used in retiring the bonds of the
water Department . All monies earned over and above expenses shall be
devoted to the extension of the water mains and the enlargement and
betterment of the Water De,)artment in order to meet the urgent demands
for water extensions and improvements in the City.
