Falls for the year 1931 and subsequent years shall be due
on the first day of Uctober of even year and may be paid
in two equal installments, the first to be paid on or be-
lore the 31sc day of Janua.ry:, and the secona: iustaliment
to be paid on or before the 31st day of July, of each year.
SEC`i'IuA 2.
That upon the failure to pay the first installment , on
-or before January 31sc of each yeRr, tneze shall be added a
penalty of tf n percent My) on sucn installment and same

-of six percent (of) per annum until paid; that upon the
failure to pay second installment on or before July flex , of
eacn year, a penalty of ten percent (10%) shall be added and
