TEXAS, TO BE HELD LD ON THE DAY OF A, y4LV, A. D. 1931, FOR T
HE
puRPOSE OF SUBMITTING TO THE: QUALIFIED VOTERS Or THE CITY OF vJICHITA
FALLS A PROPOSITION TO DETERMINE WHETHER OR NOT SUCH VOTERS ARE IN
FAVOR OF THE CITY OWNING AND OPERATING PROPERTIC' S TO B8 USED IN DIS-
TRIBUTING NATURAL GAS, DESIGNATING THE PLACES AT WHICH SAID ELECTION
IS TO BE HELD, APPOINTING OFFICERS T_.11EREOF0 AND DECIILRING AN EMER-
GE:ICY.
WHEREAS, the Mayor and Board of Aldermen of the City of Wichita
Falls have endeavored to induce the furnishing of gas at reasonable
rates to the citizens of Wichita Falls; and,
WHEREAS, it appears that in order to reduce such rates and fur-
nish natural gas to the citizens of Wichita Falls at a reasonable
rate, it is ne,:essary that the city own and operate a plant system
and properties to distribute natural gas to the citizens of Wichita
Falls; therefore,
BE' IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS:
SECTION 1.

Are you in favor of the City of Wichita Falls owning and operat- '
a plant , system of pipe lines, and properties for distributing nat-
ural gas to domestic and industrial consumers, provided the cost of
said plant, system, and properties is paid out of the revenues deriv-
ed from the operation of said gas properties and other uti]_ities o,=-
ed by the city and. such cost is in no event to be paid from the pro-
ceeds of taxation?
SECTION 2.
The polling places and presiding officers of said election

4, 51 6, and 10, which are included within the following boundary:
"Being that area bounded on the north by the Wichita River; on the
east by the Fort Worth & Denver Railway from Wichita River to
Seventh Street; bounded on the south by Seventh Street from the
Fort Worth & Denver Railway to Lamar Street , thence along center
line of Lams Street from Seventh to Ninth Streets , along the
center line of Ninth Street from Lamar to Broad Streets , along
center line of Broad Street from Ninth to Eleventh Streets, along
center line of Eleventh Street from Broad Street to Brook Avenue :
and bounded on the west by Brook Avenue from Eleventh Street to
Wichita River" , shall vote at the Wichita County Court House Box.
All voters living in Wichita County Voting Precincts No.
79 8, 91 11, and 12 , which are included within the following
boundary: "Being that area bounded on the east by Lamar Street
from Ninth to Seventeenth Streets; bounded on the South by the
Wichita Valley Railway; bounded on the west by Brook .Avenue from
Wichita Valley Railway to Eleventh Street; bounded on the north
by the center line of Eleventh Street from Brook Avenue to Broad
Street, along center line of Broad Street from Eleventh to Ninth
Streets; and the center line of Ninth Street from Broad to Lamar
Streets" , shall vote at the Reagan Junior High School Box.
All voters living in Wichita County Voting Precinct No.
3_7, which is included within the following boundary: "Being that
aig area bounded on the north by the Wichita Valley Railway; bounded
on the east by the cneter line of Mill :Street from Seventeenth to
San Antonio Streets, along the center line of San Antonio Street
from Mill to Mississippi Streets, along the center line of Mississ-
ippi Street from San Antonio to Underwood Streets , along the center
line of Underwood Street from Mississippi. to California Streets,
along the center line of California Street from Underwood Street
to the City Limits; bounded on the south by the City Limits ; and
bounded on the west by Brook Avenue from the City Limits to the
Wichita Valley Railway" , shall vote at the South Side Baptist
Church Annex Box at 2206 Holliday Street.
All voters living in Wichita County Voting Precincts No.
149 15 , and 18, which are included within the following boundary :
"Being that area bounded on thb east by Brook Avenue from the
Wichita River to Elizabeth Street; bounded on the south by the center
line of Elizabeth Street and Avenue C; bounded on the west by the
center line of Monroe Street from Avenue C to Tenth Street, along
the center line of Tenth Street from Monroe to Taylor Streets,
along the center line of Taylor Street from Tenth to Fifth Streets,
along the center line of Fifth Street from Taylor to Filmore Streets,
along the center line of Filmore Street from Fifth Street to the
City Iimits; bounded on the north by the City Limits and the Wichita
River" , shall vote at the Alamo School Box.
All voters living in Wichita County Voting Precincts No.
16, 19 441, and 43 East of Kemp Blvd. , which are included in the
following boundary: "Being that area bounded on the north by the
center line of kvenue C and Elizabeth Street; bounded on the east
by Brook Avenue from Elizabeth to the City Limits ; bounded on the
south by the City Limits; bounded on the west by the center line
of Kemp Blvd. from the City Limits to the Wichita Valley Railway,
along Wichita Valley Railway from Kemp Blvd. to Monroe Street,
along the center line of Monroe Street from the Wichita Valley
Railway to Avenue C", shall vote at the Fire Station Box located
at the corner of Avenue H 8r, Giddings Street.
All voters living in Wichita County Voting Precints No.
24 and 43 west of Kemp Blvd. , which are included within the follow-
ing boundary: "Being that area bounded on the north by the center
line of York Avenue and center of Santa Fe Street from York Avenue
to Cumberland Avenue , along the center line of Cumberland Avmue
from Santa Fe to Grant Streets, along the center line of Avenue M
from Grant Street to Monroe Street ; bounded on the east by the
center line of Monroe Street from Avenue 11 to Wichita Valley Rail-
way, along the Wichita Valley Railway from Monroe Street to Kemp
Blvd. , along the center line of Kemp Blvd. from dichita Valley
Railway to the city limits; bounded on the south by the city limits;
bounded on the west by the city limits from Arthur Street to York
Avenue" , shall vote at the Sam Houston School Box..
All voters living in Wichita County Voting Precints No.
23 and 45, which are included within the following boundary: "Being
that area bounded on the east by the center line of Monroe Street
from Avenue G to Avenue M; bounded on the south by the center line
of Avenue III from Monroe to Grant Streets, along the center line of
Cumberland Street from Grant to Santa Fe Streets, along the center
line of Santa Fe Street from Cumberland to York Avenue, along the
center line of York Avenue from Santa Fe to the city limits; mounded
on the west by the city limits; bounded on the north by the city
limits and the center line of Beverly Drive from the city limits
to Seymour Road, along the center line of Seymour Road from
Beverly Drive to Hays Street and the center line of Avenue G from
Hays Street to Monroe Street" , shall vote at the Buchanan Street
Fire Station Box.
All voters living in Wichita County Voting Precints No.
207 21, and 22, which are included within the following boundary:
"Being that area bounded on the north by the city limits; bounded
on the east by the center line of Filmore Street from the city
limits to Fifth Street, along the center line of Fif th Street f roan
Filmore to Taylor Streets, along the center line of Taylor Street
from .Fifth to Tenth Streets , along the center line of Tenth Street
from Taylor to Monroe Streets, along the center line of �aionroe
Street from Tenth Street to Avenue G; bounded on the south by the
center line of Avenue G from Ionroe to Hays Streets and Seymour
Road from Hay s Street to the center line of Beverly D_ ive; bounded

All voters living in Wichita. County Voting Rrecints No.
13 and 41, which are included within the following boundary:
"Being that area of city lying north and east of the Wichita
River to the City Limits on the north and east , shall vote at
House No. 600 T orth Broadway Box.

SECTION 3.
The election shall be held in accordance with the general elect-
ion laws of the State of Texas and all qualified voters in said city
shall be allowed to vote.
SECTION 4.
That the form of the ballots to be used in said election shall
be , respectively, as follows:

SECTIOIT 5.
That all voters desiring to vote in favor of said proposition
shall permit to remain on their ballots the word
"YES."
And those opposed shall permit to remain on their ballots the
word
"NO "
SECTION 6.
That notice of said election shall be given for at least thirty
(30) days by the Mayor by publication in the Wichita Falls Record
News ; a newspaper of general circulation in Wichita County, Texas, and
published in she City of Wichita Falls; and such notice shall be made
by publishing a copy of this ordinance with the words "Notice of
Election" prefix thereto , once a week for three (3) consecutive weeks
in said newspaper; the first publication to be made at least thirty
(30) days preceding such election.
SECTION 7.
That the fact that present rates charged to users of natural
gas within the City of Wichita Falls are unreasonable and it is nec-
essary that steps be taken immediately lookin to the ownership of
a system and properties for distribution of natural gas by the City
of Wichita Falls, creates an emergency; and the rule is hereby sus-
pended, requiring ordinances to be read on three several days; and
this ordinance i hereby declared to be an emergency ordinance and
shall take effect immediately upon its passage and approval .
