No person, firm, association of persons, or corpar ation, shall sell, or deliver, within the limits of the City of 'qichita Falls, Wichita County, Texas, ice manu- factured from undistilled, water,. Section 2. Any person, or any member of any firm, association, or corporation, or the agent of any such person, firm association, or corporation, who shall violate this ordinance shall be deemed guilty of a misdemeanor, and, upon conviction, thereof, shall be fined in any sum not less that 0 $25.00 nor more than 4200.00. Section 3. All ordinances, or parts of ordinances, in conflict herewith are hereby repealed. $944 The fact that ice manufactured from undistilled water is now being sold to the inhabitants of the .City of Wichita Falls, and as it is entirely impracticable for our Health Department to analyze all water from which ice is made and as the simple freeVng of water into ice, according to the best scientific information available, does not destroy harmful bacteria, and as it could be possible to spread infections and contagious diseases among the users thereof, creates an emergency, and an imperative public necessity, requiring suspension of the rule providing that ordinances be passed on three separate days, and said rule is hereby suspended, and this ordinanace shall take effect, and be in force immediately from and after its passage, and after having been published one day, and it is so ordained. Passed and approved this, the day of November, A. D. , 1931.
