Ord 1089 3/15/1932 ORDINANCE AN ORDINANCE PROHIBITING THE PLACING OF POSTERS, SIGNS OR OTHER ADVERTISEMENTS OF ANY NATURE UPON THE WALLS, DOORS, WINDOWS OR ANY PART OF ANY BUILDING INSIDE OR OUTSIDE WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FA-J.-.LSp TEXAS, WITHOUT FIRST PROCURING PER1,1ISSION SO TO DO FROM THE OWNER OF SUCH BUILDING, PIESCRIBIYG A PENALTY AND DECLARING AN ERERGENCY: BE IT ORDAINED BY THE BOARD OF ALDERJAEN OF THE CITY OF WICHITA FAILS, TEXAS: SECTION 1. That it shall hereafter be unlawful for any person, firm or corporation to affix, cause to be affixed, or authorize to be af- fixed any sign, poster or advertisement of any kind upon the walls, doors, windows or any other part of any building or structure with- in the corporate limits of the City of Wichita Falls, Texas, with- out having first obtained permission from the owner of said building or his duly authorized agent to so affix such sign, poster or adver- tisement. SECTION 2. That it is intended hereby to prohibit the placing of post- ers, signs or other advertising upon the inside or outside of any building whether such advertising be by the means of posters or whether same is painted, printed, stamped or otherwise affixed to such building or structure. SECTION 3. That any person, firm or corporation violating this ordi- nance shall upon conviction in the Corporate Court be fined not less then-Tien_($10.00) Dollars nor more then Two Hundred ($200.00) Doi- -Lars, SECTION 4. That the fact that the posting of bills, signs or the painting of advertisements on walls of buildings creates a nuisance to the property owners and greatly damages the property; and the fact, that many persons are now trespassing upon the property of others by so affixing such signs, bills and the painting of adver- tisements upon such buildings creates an emergency; and the rule requiring the reading of ordinances on three several days is here- by suspended and this Ordinance is hereby declared an emergency ordinance and shall take effect from and after its passage and ap- proval. 4 Passed and approved this day of March, A.D. 1932.
