SECTION 1. That all interest and penalties accrued as
now f ixed by law on all taxes due the City of Wichita Falls, de-
linquent up to and including December 31, 1932 , shall be, and the
same are, hereby released and remitted,provided

SECTION 2. The fact that penalties and interest on all
other taxes due State, Countg, School Districts, and other sub-
divisions of the State have been remitted by an Act of the Legis-
lature and that such law has MegsmgZ7 been held constitutional by
the Supreme Court of Texas creates an emergency; and the rule
requiring ordinances to be read on three several days is hereby
suspended and this Ordinance is declared an emergency ordinance
and shall take effect from and after its passage and approval,
and it is so ordained.
