D. 19332 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY THREE PROPOSITIONS: (1) WHETHER OR NOT SUCH VOTERS ARE IN FAVOR OF THE CITY CONSTRUCTING A DITCH AROUND LAKE WICHITA FOR THE PURPOSE OF PROTECTING THE STATER SUPPLY IN SAID LAKE AMID BORROWING 0100,000.00 FROM THE FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC To ORKS AND ISSUING OBLIGA- TIONS AGAINST THE WATERWORKS SYSTEM AND THE REVENUES THEREOF FOR THAT PURPOSE; (2) TO DETERMINE WHETHER OR NOT SUCH VOTERS ARE IN FAVOR OF THE CITY CONSTRUCTING A DITCH CONNECTING THE IRRIGATION SYSTEM AND CAINAL AT CALL FIELD WITH THE IRRIGATION CANAL EAST OF HOLLIDAY STREET IN THE CITY OF WICHITA FALLS FOR THE PURPOSE OF CONSERVING AND PRO- TEVING THE WATER IN UEE WICHITA AND BORROWING $469000 .00 FROM THZ ETuIERGENCY ALMINISTRATION OF PUBLIC WORKS AND ISSUING OBLIGATIONS AGAINST SAID PLANT AND THE REVENUES THEREOF FOR THAT PUIV OSE AND; (3) TO DETERMINE WHETHER OR NOT SUCH VOTERS ARE IN FAVOR OF THE CITY CON- STRUCTING A CONDUIT FROM LAKE WICHITA TO THE WATER PLANT FOR THE PUR- POSE OF PROTECTING AND PRESERVING SAID STATER AS IT FLCfWr'S THROUGH THICKLY SETTLED PARTS BETWEEN THE LAKE AND THE WATER PLANT AND BORROW- ING 0222,000.00 FROM THE EMERGENCY AIMINISTRATION OF PUBLIC WORKS AND ISSUING OBLIGATIONS AGAINST SAID PLANT AVID THE REVENUES THEREOF FCR THAT PURPOSZ; SUCH OBLIGATIONS TO BE PAID ONLY FROM THE REVENUES Olt SUCH PLANT, DESIGNATING THE PLACES AT IjVHICH SAID ELECTION IS TO BE HELD, APPOINTING OFFICERS THEREOF, AND MCLARING AN EMERGENCY . BE IT ORDAINED BY THE BOARD OF ALDEMf1E1\T OF rJ' E CITY OF WICHITA FALLS, TEXAS: SECTION 1. That an election be held in the City of Wichita Falls , Texas, on the 12th day of December, A. D. 1933, for the purpose of submitting to the qualified voters of the City of Wichita Falls the following questions , to-Wit : 1. Are you in favor of the City of Wichita Falls con- structing a ditch around Lake Wichita for the purpose of rotecting the water sub ly in said Lake and borrowing &100,000.00 from the Emergency Administration of Public Works of the Federal government and issuing obligations against the Waterworks system and the revenues thereof for that purpose; such obligations to be paid from the revenues of such plant and in no event to be paid from the proceeds of taxation`? 2. Are you in favor of the City of Wichita Falls con- structing a ditch connecting the irrigation system and canal at Call Field with the irrigation canal east of Holliday Street inthe City of Wichita Falls for the pur- pose of protecting and conserving the water in Lake Wichita for domestic use and borrowing $463,000.00 from the Emergency Administration of Public Works of the Federal government and issuing obligations against said plant and the revenues thereof for that purpose; such obligations to be paid from the revenues of the water- works system and in no event to be paid from the proceeds of taxation? 3, Are you in favor of the City of Wichita Falls con- sturcting a conduit from the water plant, settling basin and purification works to Lake Wichita to be used in con- veying water from Lake Wichita to said waterworks and the construction of a by-pass to supply Lake Kemp water for irrigation purposes east of Wichita Falls, thereby 000. conserving Lake t,Tichita water supply, and borrowing , from the Emergency Administration of Public Works of the Federal government and issuing obligations against the waterworks system and the revenues thereof for that pur- pose; such obligations to be paid from the revenues of said plant and in no event to be paid from the proceeds of taxation? All voters living in Wichita County Voting Precincts No. 13 and 41, which are included within the following boundary:"Being that area of city lying north and east of Wichita River to City Limits on the north and east" , shall vote at House No. 600 North Broadway Box. SECTION 3. The election shall be held in accordance with the General Election Laws of the State of Texas and all qualified property tax paying voters in said city shall be allowed to vote. SECTION 4. That the form of the ballots to be used in said election shall be as follows: OFFICIAL BALLOT 1. Are you in favor of the City of Wichita Falls constructing a ditch around Lake Wichita for the purpose of protecting the water supply in said Lake and borrowing $1009000.00 from the Emergency Administration of Public storks of the Federal Govern- ment and issuing obligations against the waterworks system and the revenues thereof for that purpose ; such obligations to be paid from the revenues of such plant and in no event to be paid from the proceeds of taxation? Answer: "Yes." "No." 2. Answer: "Yes." "No." 3. Answer: "Yes." "No." SECTION 5. That all voters desiring to vote in favor of said propositions shall permit to remain on their ballot the word "Yes" and those opposed shall permit to remain on their ballot the word "No." SECTION 5. That notice of said election shall be given for at least thirty (30) days by the Mayor by publication in the Wichita Falls Record News, a newspaper of general circulation in Wichita County, Texas, and published in the City of Wichita Falls; and such notice shall be made by publishing a copy of this Ordinance withe the words "Notice of Election" , prefix thereto once a week for three (3) consecutive weeks in said newspaper; the first publication to be made at least thirty *2�2 (30) days preceding such election. SECTION 7. The fact that an application has already been made to the Emergency Administration of Public Works and that same must be passed upon before the 1st day of January, 1934, and that it is necessary that the qualified voters express their opinion upon this question at an early date in order that such funds may be pro- cured, creates an emergency, and the rule requiring Ordinances to be read on three several days is hereby suspended; and this Ordinance is hereby declared to be an emergency Ordinance and shall take effect immediately upon. its passage and approval .
