Mr .V.R.Smitham, City Manager, Wichita Falls, Texas . Dear Sir -, The amendments to the Electrical Code, which Mr. martin is preparing today, include the following changes : SECTION 1, PARAGRAPH 1. Has been modified to change the qualifications for the office of inspector. SECTION 2 . The change in Section 2 nrohibits telephone, telegraph, and light companies from doing work without license, except on their own properties . In other words this places the �- utilities on the same basis as an electrical contractor for any work done on private property. SECTION 3, PARAGRAPH (d) Clarifies the wording formerly used in the original ordinance. SECTION 4, PARAGRAPH 1. Is modified so that the Electrical Advisory Board serves without pay. SECTION 4, PARAGRAPH 2 . Reduces the annual license fee from $25.00 to $10.00 and strikes out all provisions prohibiting property owners from doing electrical work on their own properties . Additional paragraph is added specifically affirmiftg that a property owner may do his own electric work on his own property. 4 SECTION 4, PARAGRAPH 3, No Change. SECTION 42 PARAGRAPH 4. This section groups all inspection fees that have been provided in the original and amended ordinance. SECTION 5, PARAGRAPH 4. This paragranh strikes out a part of the original ordinance requiring all work to be done by a licensed electrical contractor. SECTION 6, PARAGRAPH 7. Combines the original ordinance with a part of the amendments in Ordinance #697. SECTION 7, PARAGRAPH 3. This section requires reinsnection of all public and mercantile houses in the City after ,vacancy. This section formerly included only the fire limits . The clause of ordinance #1115 requiring periodic reinspection of all public and mercantile buildings has been included in this section. SECTION 8. Makes the rules of the National Electrical Code mandatory and stipulates that these rules take preference over local regulations. SECTION 91 PARAGRAPH 1. In this paragraph only one word has been changed. The word entertainment has been changed to assembly. SECTION 92 PARAGRAPH 13. Is a part of Ordinance #697. SECTION 10, PARAGRAPH 5# has been changed to read "explosion, and vapor proof fittings" instead of "vapor proof fittings" . SECTION 11, PARAGRAPH 1, adds the final clause allowing the use of armoured cable by special permission for hooking up stoves.. SECTION 14,First Paragraph has been changed to include a portion of Ordinance #697. SECTION 17, repeals ordinances Nos . 697,889, 963, and 1115. ELECTRICAL INSPECTOR: That there is hereby created the office of Electrical Inspector, who shall be appointed by the City Manager of the City of Wichita Falls, Texas; such appointee shall be a practical and skillful interior electrician who has had at least five (5) years of practical experience as a journeyman, electrician, or a man who has had technical training and experience qualifying him for bhe office. SECTION 2. ELECTRICAL kD SORY T;n iRD; LICEUSE AND LICENSE FEE; BOND; INSPECTION AND PERMIT FEES: :(1)`-� ;;card of Advisors is hereby created for the City of Wichita Falls, Texdb, to be known as the Electrical Advisory Board. The Electrical Advisory Board, shall consist of five members to be appointed each year by the Mayor and Board of Aldermen. One member of said Board shall be the City Electrician. One member of said Board shall be 4ppointed from the personnel of Electrical Company furnishing electricity for the City. One member of said Board shall be a Licensed Electrical Contractor. One member shall be an Architect. One member shall be an electrical technical man who is not interested in the problems of electrical contracting in the City of Wichita Falls, Texas . A technical man, as defined by this ordinance, shall mean any person who is thoroughly familiar with the theory, practice and application of electricity. All members shall be residents of the City of Wichita Falls, Texas . This Board may be called into session at any time by the City Electrician or by a majority of the Board, provided t'rjat each member must be given at least twenty-four hours notice in writing..The members shall serve without pay. An` appeal may be taken from any ruling, interpretation, requirement,, or decision made by the Electrical Inspector by the filing of an application for a hearing before the Electrical Advisory Board and the decision of the Electrical Advisory Board in said hearing shall be final. This Board shall have the power to make its own rules and govern its own meetingd. It shall examine all applicants for master or contracting electricians license to determine if applicants are competent to do electrical work in compliance with the electrical code. This Advisory Board may issue examination certificates to applicants Of known ability without examination. The Advisory Board shall settle all disputes arising from decisions of City Electrical Inspector, and in case of dispute interpret the National Electrical Code rules and rules of City Ordinance governing installs.ti nl Persons firms, individuals co- of wires in Wichita Falls , Texas. (2 ) Al , , , partnerships, or corporations (exceptinecompanies operating under franchises and doing work on their properties only) desiring to engage in the business of installing wires, appliances, apparatus, fixtures, or electric signs for profit as master or contracting electrician shall before, doing such work, take out a license and make a bond acceptable to the City of Wichita Falls, Texad, and pass an examination by the Advisory Board. The license shall be issued by the City Clerk and the fee therefor shall be $100.00 per annum, payable in advance, Said license shall be renewed at $10.00uper year as it expires, and may be revoked at any time by the order of the Mayor and Board of Aldermen for the violation of any of the provisions of this ordinance, and the offending persons or firms or corporations shall be prohibited from engaging in such work in the corporate limits of this city for one year. All licenses shall expire December 31, of the year of issuance and no license shall be issued for more than one year. The application for a license, before same is issued, shall be made to the City Electrician, and he shall countersign the application before a license is issued by the City Clerty and in no case shall a license be issued to a minor. It shall be unlawful for any person:, firm or corporation holding a license to transfer same or to allow the use of same directly or indirectly by any other person for the purpose of obtaining a permit to do any of the electrical work herein specified. Provided, however, that in case of a bona-fide sale of an bldetrieal business, if such business has been es- tgblished in the City of Wichita Falls , Texas, for a period of six months daid license shall be refunded the unexpired proportionate part of such license fee. Licenses which are allowed to lapse shall, upon renewal, be dated back to expiration of old license, not to exceed thirty days. Nothing in this ordinance shall be construed to prevent an owner from doing electrical work himself on his own property as long as he complies with the code requirements. All licensed electrical contractord, firms, or corporations shall file with the City Electrician their correct addresses, and telephone numbers, and any change in address shall be immediately filed with the City Electrician, Where the holder of a license changes the firm name, or where additional members are taken into firms, or where a firm is incorporated, a notice of such change should be forwarded to the City Eleotri.cian, otherwise the license may be revoked bedause of its questionable ownership. - 4r 13)i`Surety Bonds shall be furnished to the amount of $1,000.00 and shall be r' newed each year, to insure faithful performance of all the pro- visions of this ordinance. Said bonds shall be written for the term of the licYiese only. (4) ns ction Fees : The fees to be charged for inspection of any electrical work In corporate limits of the City of Wichita Falls, Texas, shall be as follows, and shall be paid at the office :of the City Engineer upon delivery of inspection order* SECTION 5 PARAGRAPH 4- Upon the application of any individual, and the payment of 41-00 inspection fee, the electrical inspector shall inspect old wiring or electrical work in any building in the corp1rate limits of this City- If the wiring or work is not safe, a statement of the changes necessary to make it conform to these regulations shall be issued. SECTION 60 PARAGRAPH 7- Wiring contractors must wire new build- ings while being constructed and not loom the switch legs down, except by special permission of the electrical inspector. No company, or individual, firm or corporation, shall permit pieces of wire to be left on the slxrface of streets or alleys or dead ends to dangle from poles or buildings 6r in any manner leave old or new wire in a condition that is dangerous to life or property. SECTION 70 PARAGRAPH 3- It shall be unlawful for any Public Service Company serving the City of Wichita Falls to hook up to any new building, tent, outdoor wiring of any xzxk nature, kind or description, without first obtaining a clearance from the Electrical Inspector' s Department. Whenever, service is discontinued to any public or mercantile building in the City limits for any Cause whatever (excepting non-payment of bill a clearance will be necessary before reconnecting. This shall mean any time a public or mercantile building is vacated the Electrical Inspector must satisfy himself that there has not been any additions made to wiring of such building that might create a fire hazard by the overloading of circuits. There will be no charge made for clearance covering such buildings and clearance will be issued as often as necessary. The electrical inspector shall inspect and reinspect the wiring of all public and mef+eantile buildings at least twice each year and at not less than six month intervals and shall notify in waiting the owner and occupant of such buildings to repair such defects as may be found and any person, firm, or corporation refusing or failing to make such repairs within forty eight 148) hours after notification, shall be subject to the penalties prescribed by this ordinance, The Electrical inspector is herein given authority to inspect and reinspect all old house electrical wiring and when said electrical wiring is found to be in a condition dangerous to life or property, he shall notify the owner thereof at once to replace all electrical xxzk wiring in a safe condition and at the s-ame time have all current out off until same is repaired and placed in a safe condition. SECTION 8- Unlawful To Use Defective Material. It shall be unlawful for any person to use or install any electrical apparatus, material, appliances or fixtures for interior wiring of any kind in the corporate limits of the City of Wichita Falls, Texas, unless such apparatus, materials of fixtures meet the requirements of the National Board of F143�1.e Underwriters and must bear their label. The rules of the National Board of Fire Under- writers known as National Electric Code are hereby made a part of this Ordinaned and will be considered as authority upon all questions pertaining to installations of electrical wiring, In the event that the wording or intention of any section of this ordinance conflicts with the National Electric Code, the rules of the National Electric Code shall prevail* a � SECTION 9, PARAGRAPH 1. Wjring for light, heat or power in all buildings hereafter erected, and all additions to existing buildings, in the fire limits of the City of Wichita Falls, Texas, shall be installed in a rigid iron conduit or metal moulding system. All buildings hereafter erected for mercantile purposes, churches, schools, rooming houses, garages, hotels, hospitals, all apartment houses which consist of more than two apartments, factories, grain elevators, filling stations, refineries, and all buildings to be used for public assembly within the city limits of the City of Wichita Falls, shall have all wiring for light, heat and power installed in a complete conduit or metal moulding system. All changes or additions to wiring used for light, heat or power within the fire limits of the City of Wichita Falls, shall be in conduit or metal moulding. SECTION 9, PARAGRAPH 13. Ground eonductors must be grounded Qn, the house side of meters to a good ground. (Plumbing vent pipes or gas pipes will not be considered as grounds. ) SECTION 100 PARAGRAPH &i In extra hazardous locations where ex- posed to inflammable gasses all wiring must be dons with explosibn and vapor PFoof fittings. SECTION 11, PARAGRAPH 1. In knob and tube work, loom clamps must be used in outlet boxes. All electric ranges and heating devices consuming more than 2000 watts must be wired in rigid iron conduit and extend from switch box into device, excepting that Greenfield Flexible Conduit may be used not to exceed 18 inches. Approved armoured cable may be used by special permission. SECTION 14. First paragraph shall react as follows : The following tables shall apply to the sizes of pipe and allowable carrying capacity of wires and appliances. Tables Nos. 51,�,7,8 shall have the following rules for determining the size of feeders for more than one Motor, to-wit: Take the maximum starting fuse for the largest motor and the maximum running fuse of all motors and this total amperage is the size of the load necessary to be used, except motors of automatic starting, then the wires must be of the combined amperage of the maximum starting fuse of all motors automatically started* r, SECTION iffo Ordinances Nos. 697,889, 963, and 1115 are hereby repealed and all ordinances or parts of ordinances in conflict herewith are hereby repealed.
