ORDINANCE TO AMEND SECTION 32 -20 OF THE CODE OF
ORDINANCES TO ADJUST TREATED WATER RATES FOR RETAIL
CUSTOMERS; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. Section 32 -20 of the Code of Ordinances is hereby amended to
read as follows:
"SECTION 32 -20. Rates.
The following rates are hereby established for retail treated water and retail raw
water customers and shall hereafter be collected by the Finance Department of the
City.
During every billing cycle that an account is active, except the first and last, the
following water rates shall apply to all water users (residential, commercial, and
industrial), with the exception of contract water users, and with the exception that
treated water service outside the corporate limits shall be two times the rate charged
inside the corporate limits.
The minimum monthly bill for all metered treated water service shall be as shown
below, exclusive of any water volume charge.

For consumption, the rate shall be $1.89 per 100 cubic feet of water for
residential customers. Specific -use meters installed for lawn sprinklers, swimming
pools, and other non - domestic uses will be considered as "residential" for the purpose
of billing. Residential rates will apply to all water measured through these special -use
meters even though they may be located at a commercial or industrial site. For other
than residential customers, including fire hydrant meters, the rate shall be as follows:
The first 1,000 cubic feet of water at $1.89 per hundred;
The next 3,000 cubic feet of water at $1.74 per hundred;
The next 2,800 cubic feet of water at $1.68 per hundred;
The next 60,000 cubic feet of water at $1.63 per hundred;
In excess of 66,800 cubic feet of water at $1.61 per hundred.
During the first and last billing cycle in which an account is active, the minimum
monthly bill shown above shall be prorated for the number of days the account is active;
the pro -rate daily charge shall be based on a 30 -day month.
The amount charged in the first and last billing cycle for water consumed, and
the prorated minimum bill, shall not exceed the charges for the same amount of water in
a full billing cycle.
The current rate structure for raw water retail customers inside the corporate city
limits is as follows:
Minimum bill, $7.23 per month
Volume charge per 100 cubic feet for consumption: $0.2398
Retail treated and raw water customers outside the corporate city limits will pay
two times the above rates."
The above rates shall be effective during the first full billing cycle after February
6, 2001, and thereafter.
The meters of raw water retail customers will be read once each quarter. Billing
cycles between meter readings will use estimated consumptions as a basis for the
billing and the number of consumptions will be adjusted quarterly when the meter
reading is taken.
Additional revenue is needed in the Public Utilities Department beginning on
February 6, 2001, therefore, this Ordinance is declared an emergency and shall be
effective on passage.
SECTION 2. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
