D. 19289 ENTITLED, "AN ORDINANCE PRO- 24TH DAY VIDING FOR AND RELATING TO T ADMINISTRATIVE AFFAIRS AND TRANS- ACTIONS OF BUSINESS IN THE VARIOUS DEPARTMENTS OF THE MUNIC IPAL GOVERNMENT, TO BE KNOWN AS THE "ADMINISTRATIVE CODE'•, AND SUCH SECTIONS AND ARTICLES S �� ,�TNANCE 09 CZ � APPROVED ON THE 6T DAY OFS1TEMBERD1932AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE BOARD OF ALDER EN- OF THE CITY OF WICHITA FAH TEXAS: SECTION 1. That Section 1 of Article 3 and Section 1 of Article 9aof the Ordinance No. 998, as amended by Ordinance No. "administrative code" be amended so as to hereafter read as fol- lows, to-wit: ARTICLE 3. DEPARTMENT OF THE CITY CLERK (ACCOUNTING} Section is QUALIFICATIONS AND DUTIES - QUALIFICATIONS - The City Clerk shall be an experienced office executive who has ahad uditiot less than five (5) years actual experience in bookkeeping, and accounting work. DUTIES. (a) The duties of the City Clerk shall be those prescrib- ed by the Charter of the City of Wichita Falls as especially other set forth in Sections 149 36, 66, 75, ' 107 andbe prescribed by the Board ions thereof, and such other duties as may p of Aldermen. He shall, from and after the passage of this ordi- nance and until a City Auditor or Comptroller is appointed, perform the duties ordinarily required of such office Departmentaor Divisions auth- orized to audit the records of any or all of the City at his discretion, and his reporor ts shall be made to the City Manager or (b) He shall keep separate and accurate accounts and re- cords showing the result of operation of each and every public utility owned and operated by the City. He shall keep books and records showing the result of operation of all Departments and Divisions of the City and shall furnish reports and statistics required by the City Manager in preparation of the annual budget. (c) Pending the appointment of a Director of Finance, he shall furnish the City Manager with n annual tadeent forsettune ing forth the probable revenues accruing Y s in preparing; the annual budget and shall perform such of otherlde fiscal duties as are required by the City Manager (d) He shall keep accurate accounts of the Bond Interest and Sinking Funds and shall calculate and advise the City Manager of the necessary amounts of money to btisedaccrua.ls annually onothecover the annual interest and principal payens or ions bonds outstanding and other obligations of the City. (e) He shall collect or cause to be collected and de- posited in the City Treasury all miscellaneous revenue accrueing to the City where said collection is not otherwise provided for by charter or orainance. He shall keep an accurate record of all cash receipts deposited in the Treasury and disbursements by warrants paid by the Treasury, which records shall be balanced at the end of each month ,=iith the bank statements furnished by the City Depository. (g) He shall keep on file , properly indexed for ready ref- erence, all Ordinance Records, 3:.linute Records, Contracts , Leases and Agreements. ARTICLE 9. TAX DEPARTIENT Section is ORGANIZATION - The Tax Department shall consist of the City Assessor and Collector of Taxes , appointed by the City Manager , and such deputies and assistants and other subordinates ap- pointed by him as shall be authorized by the City Manager. SECTION 2. The fact that it is necessary to immediately separate the Tax Department from the City Clerk's Department creates an emergency and the reresusendedring handreading Ordinanceances shallotake three effectseveral frrom days is heereb suspended and after its passage and approval.
