SECTION 5. The fact that the above expenditures are necessary for the
functioning of the city goverrment, creates an eiriergency req-uiring suspension of the
rules requiring that ordinance be read on three separate days and such rules are hereby
suspended and this ordinance is hereby declared an emergency meaeure and shall take
effect inmediately after its passage and approval.
