ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, WAIVING SECTIONS 82 -58, 82 -62, 82 -63, 82 -64, 82 -68,
AND 14- 384(A) OF THE CODE OF ORDINANCES TO PERMIT THE
DRIVING OF VEHICLES OR ANIMALS IN PARKS; THE SALES OF
GOODS OR WARES IN PARKS; SIGNS AND OTHER ADVERTISING
DEVICES IN PARKS; THE TETHERING OR PASTURING OF ANIMALS
IN PARKS; THE POSSESSION AND CONSUMPTION OF ALCOHOLIC
BEVERAGES IN PARKS; AND THE GIVING OF GOLDFISH AS A PRIZE
OR INDUCEMENT; DURING FALLS FEST IN LUCY PARK ON
SEPTEMBER 28 -29, 2001; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO
THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, Falls Fest is an annual event held in Lucy Park, sponsored by the
City of Wichita Falls, the Junior League, and Streams and Valleys; and,
WHEREAS, the event sponsors request waivers of certain restrictions of
activities in parks, as well as a restriction against the giving of goldfish as a prize or
inducement, to allow for a more successful event.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. Sections 82 -58, 82 -62, 82 -63, 82 -64, 82 -68, and 14- 384(a) of the
Code of Ordinances to permit the driving of vehicles or animals in parks; the sale of
goods or wares in parks; the posting signs and other advertising devices in parks; the
tethering or pasturing of animals in parks; the possession and consumption of alcoholic
beverages in parks; and the giving of goldfish as a prize or inducement; during Falls
Fest in Lucy Park on September 28 -29, 2001.
SECTION 2. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
