THE CITY OF 111ICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLA-
TION9 OPERATION AND MAINTENANCE 01, MECHANICAL DEVICES TO RE-
GULA.TE PA.RKING IN SAID PARKING 'METER ZONES; PROVIDING FOR THE
COLLECTION OF REGULATORY AND INSPECTION FEES FOR THE USE OF
