The fact that the airrerential between small permits and
large permits are discriminatory as against the small permitees,
works an unusual hardship upon the public and creates an emergency,
ana this ordinance is hereby aeclarea an emergency ordinance, and
shall take effect 1'rom ana after its passage and approval,
