7ALLS., TEXAS:
1. it shall be hereafter unlawful for any person, firm or
corporation to solicit funds or contributions for any purpose by
Dersonal representati*ves, messengers or by telephone for any pur-
pose within the City of Wichita Falls, Texas, without first secur-
ing a permit from the City Clerk, as herein provided.
2. Any person, firra or corporation who shall solicit or offer
for sale any subscription or any contract for advertisement, book or
periodical or any other printed matter or solicit funds or raise con-
tributions by personal representatives, messengers or by telephone
shall make, sign and swear to a statement which shall be filed with
the Advisory Committee which shall contain substantially the follow-
inG information: (a) Date; (b) Name of solicitor or solicitors;
(c) Address and telephone number or numbers of such solicitor or sol-
icitors ; (d) Name of person, organization or cause for which the funds
are solicited; (e) Address of person, organization or headquarters
for such cause; (f) Number of persons intended to be employed in such
solicitation and their names and addresses; (g) The pe�rcentage of the
funds collected which are to be retained by the solicitor and his
agents and the percentage of the funds collected which are to be used
in behalf' of the person, organization or cause.
3. Upon the passage and approval of this ordinance, the Mayor
shall appoint an Advisory Comm! ittee to whom all applications, as here-
in Drovided for, shall be referred at least ten days prior to the date
of the issuance of said. permit, and who shall investigate said ap-
plicants and report their recommendations to the City Clerk.
4. All applications f"or permit-- required under the terms of
this ordinance shall be filed with the City Clerk ten days before
the date of the issuance of a permit, as herein provided.
5. U-oon the, recotu-iendation of the Advisory Committee to grant
the Dermit ., the City Clerk shall Grant a permit to the applicant to
do the thinn-s permitted.

6. The Committee shall. keep each application on file., and
a record of its action thereon, in a well-bound book., subject to in-
spection by any person at any reasonable time*
7. Said permit shall be dated and signed by the City Clerk
uDon the payment of 6,,12.00 fee and shall be valid during the term
Spec-ified, not to exceed. one month efter the date of issuance.
8. Each person na�med as a solicitor in the application for a
permit shall procure from the City Clerk a solicitor ' s permit which
shall be issued upon the payment of a fee of ten (10/) cents; such
permit shall shoini the name of the solicitor to whom issued. and each
permit shall bear a different number, shall be dated and signed by
the City Clerk and shall be valid for the term specified in the gen-
eral permit.
9. Each solicitor shall carry lais individual solicitor' s per-
mit and display it to the person bein6 solicited when said solicita-
tion is made personallIT. When solicitation is made by telephone, the
solicitor shall give his name and permit number to the person being
solicited.
10. The permits herein described shell be inscribed upon a
card which shell be endorsed in red letters : "NOT TRANSFERRABLE. ''
11. Upon the expiration of the permit , application may be
made for another permit which may be granted upon the fulfillment by
the applicant of the conditions herein specified.
12. Any person violating any of the provisions of this ordi-
nance snall. be deemed guilty of a misdemeanor and upon conviction
shell be punished by a fine "of not less then Tea ($10.00 ) Dollars,
nor more than Two Hundred (Q200.00) Dollars.
13. This ordinance shall not apply to individual citizens
and business men of the City of Wichita Falls when making solicita-
tions for the American Red Cross and the Community Chest of the City
of Wichita Falls, Texas, and both belng charitable organizations are
specifically exempt from the provisions of this ordinance.
14, This ordinance shall be cumulative or all other ordin-
ances of the City of Wicnita Falls, except where there is an irrecon-
cilable conflict betweea this ordinance and any other ordinance here-
torore passed, the former ordinance shall be repealed to extent of the
conflict.
15. The fact that there is no adequate law to protect the
citizens or Wichita Falls from unscrupulous solicitors of funds,
as herein provided, creates an anergency and imperative public nec-
essity, and the rule requiring ordinances to be read on three several
days be suspended and the same is hereby suspended end this ordinance
snail become effective on and after the sane has been passed and ap-
provea by the Me= of Aldermen of the City of Wichita Falls, Texas,
and publishea in toe official newspaper of the City of Wichita Falls,
Texas.
