(WaterWorks) Shall the Board of Aldermen of the City of Wichita Falls, Texas, be authorized to issue revenue bonds in the amount of FOUR HUNDRED THOUSAND ($400,000.00) DOLLARS TO MATURE serially from 1 to 20 years from the date there- of, bearing interest at the rate of 4% per annum, payable semiannually; and be authorized to encumber the water works system of said city and the franchise and income thereof and everything pertaining thereto acquired, or to be acquired, to secure the payment of said bonds, to build, improve, enlarge, extend and repair such water system? PRCPOSITION NO. 2. That said election shall be held under the provisions of and in ac- cordance with the laws governing the issuance of municipal bonds in cities, as provided in the General Laws of the State of Texas; and only qualified electors who own taxable property in the city and who have rendered the same for taxation shall be qualified to vote. Due to the fact that the Federal Government has offered to assist the city in the event the voters desire to make any or all of the improvements sub- mitted at this election, and due to the fact that the Propositions submitted in this.election must be voted on not later than September 30, 1938, creates an emergency; and the rule requiring the reading of Ordinances on three several days is hereby suspended, and this Ordinance is passed as an emergency measure and shall take effect immediately upon its passage and approval.
