SECTION 1.
That an election be held on the 30th day of September, A.D. 1938, at
which election the following Propositions shall be submitted:
PROPOSITIONNO. 1. (WaterWorks)
Shall the Board of Aldermen of the City of Wichita Falls, Texas, be
authorized to issue revenue bonds in the amount of FOUR HUNDRED THOUSAND
($400,000.00) DOLLARS TO MATURE serially from 1 to 20 years from the date there-
of, bearing interest at the rate of 4% per annum, payable semiannually; and be
authorized to encumber the water works system of said city and the franchise and
income thereof and everything pertaining thereto acquired, or to be acquired, to
secure the payment of said bonds, to build, improve, enlarge, extend and repair
such water system?
PRCPOSITION NO. 2. (Hospital)
Shall the Board of Aldermen of the City of V..ichita Falls, Texas, be
authorized to issue the bonds of said city for the purpose of enlarging, improv-
ing and repairing the General Hospital belong

Kemp Library belonging to said city in the amount of FIFTEEN THOUSAND ($15,000.00)
DOLLARS, bearing interest at the rate of 4% per annum, paya.ble semiannualy, and
to mature serially from 1 to 20 years from the date thereof, and levy a tax
sufficient to pay the annual interest , and provide a sinking fund to pay the said
bonds at rmturity?

shall the Board of Aldermen of the City of Wichita Falls , Texas, be
authorized to issue bonds for the purpose of repairing and improving the Police
Station and Central Fire Station owned by said city in the sum of FIFTY THOUSAND
($50,000.00) DOLLARS to mature serially from 1 to 25 years, from the date there-
of, bearing interest at the rate of 40% per annum, payable semiannually, and levy
a tax sufficient to pay the annual interest and provide a sinking fund to pay
the bonds at maturity?
SECTION 2.
That said election shall be held under the provisions of and in ac-
cordance with the laws governing the issuance of municipal bonds in cities, as
provided in the General Laws of the State of Texas; and only qualified electors
who own taxable property in the city and who have rendered the same for taxation
shall be qualified to vote.

($15,000.00) DOLLARS, bearing interest at the rate of 4fo per annum, payable
semiannually and to mature serially from 1 to 20 years from the date thereof,
and levy a tax sufficient to pay the annual interest, and provide a sinking fund
to pay the said bonds at maturity?

of, bearing interest at the rate of 4% per annum, payable semiannually, and levy
a tax sufficient to Pay the annual interest and provide a sinking fund to pay

All voters who favor the Proposition to issue the bonds under either
Proposition shall leave upon their ballot that part of the ballot which reads
"For the issuance of bonds." Those opposed to the issuance of bonds under
either Proposition shall leave upon their ballot that portion of the ballot
which reads "Against the issuance of bonds."
SECTION 4.
That a copy of this Ordinance and order signed by the Mayor and at-
tested by the City Clerk of the City of Wichita Falls shall serve as proper
notice of said election.
SECTION 5.
Notice of said election shall be given by posting a substantital COPY
of this Ordinance in each of the election precincts of the City of tichita
Falls, and also at the City Hall in the City of Wichita Falls; sueb notice shall
also be published on the same day in each of two successive weeks in a newspaper
of general circulation published within the City of lichita Falls, and the date
of the first publication to be not less than flourteen (14) days prior to the
30th day of September, A.D. 1936.
SECTION 6.
That said election shall be held at INlichita Falls, Texas, within said

SECTION 7.
Due to the fact that the Federal Government has offered to assist the
city in the event the voters desire to make any or all of the improvements sub-
mitted at this election, and due to the fact that the Propositions submitted in
this.election must be voted on not later than September 30, 1938, creates an
emergency; and the rule requiring the reading of Ordinances on three several
days is hereby suspended, and this Ordinance is passed as an emergency measure
and shall take effect immediately upon its passage and approval.
