It shall be unlawful for any person to operate or use a bicicle propelled wholly or in part by muscular power upon any of the streets, al-leir or public highways 's of the City of lifichita Falls without first obtaining from the Police Department a li- cense therefor as hereinafter provided. SECTIO14 II. The Police Department of the City of Wichita Falls is hereby authorized and directed to issue upon written application, a license which shall entitle the licensee to operate such bicycle for which said license has been issued upon -.All the streets I alleys and public highways exclusive of the sideiialks thereof in the City of lu',lichita Falls, such license as herein provided for., shall be secured on January 1., of each year following the passage and approval of this ordinance, and shall expire on December 31 of the year of issue. SECTION III. The Police Department shall provide each year metallic tags and seals having re--istration number stamped thereon,, conimencing with the number 11111 and indicating the year for which same is issued, and the letters 11�57BLlf stamped thereon suitable for at- tachment upon the frame of each bicycle. It shall be the duty of the Police Department to attach one of said Pietallic tags to the frame of each bicycle upon the payment of the license fee herein provided, and said tags shall at all times during the license year for which it is issued remain so attached. The Police Department shall keep a record of the date of issuance of each license, the name of the 'person to whom the same is is- sued and the ntr.qber thereof, together with a description of the bicycle licensed. ly SECTION IV. It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the Police Department the registration card issued to such person as licensee thereof, together with the name and address of the person to whom s7Lid bicycle was sold or transferred, and such report shall be made within five (5) days of the date of said sale or transfer. It shall -be the duty of the purchaser or transferee of such bicycle to apply for a transfer or re- gistration therefor within five (5) days of said sale or transfer. SECTION V. It shall be unlawful for any -person to w-ilfully or maliciously remove, destroy, r,,iutilate or alter the number of- any bicycle frame licensed pursuant to this ordiance. It shall also be unlwevful for any person to remove., destroy, mutilate or alter the number of any license plate seal or reeistration card during the time in which such license plate., seal or registration card dl=�, �h is operative., provided., however, that nothing in this ordinance shall prohibit the Police Department from stamping numbers on the frame of bicycles on which no serial number can be found,, or on iihich said number is ille,),o,-ible or insufficient for identification purposes. SECTION VI. All persons engaged in the business of buying second hand bicycles are hereby required to make a daily report to the Police Department, giving 'he name and U address of the person from whom each bicycle is purchased,, the description of each bicycle purchased., the frame nunber thereof and the number of the metalic license plate found thereon, if any. All persons engaged in the business of sellin".7, new or second hand bicycles are hereby required to nal-:e a daily report to the Police Department ing a list of all sales made by such dealers, which list shall include th'e name and ad- dress of each person to whom sold., the kind of bicycle sold, to-ether with a description and frame number's thereof, and the number of the metallic license plate attached thereto, if any. Sj_:'1CTION VII. It shall be unlawful for any person, firm or corporation to do any repair work on any bicycle required to be licensed hereunder which is not properly licensed and registered, as rec,,uired by this ordinance, and it shall be the duty of any such person, firm or corporation to see that any such bicycle has the City license tag thereon before doirif any repair work on the same. SECTION VIII. Within ten (10) days after any bicycle registered and licensed hereunder shall have been dismantled and taken out of operation, such information shall be reported to the Police Department by the person in whose name the bicycle has been licensed and registered. SECTION IX. The annual license fee is to be paid for each bicvCle shall be txenty- five (250) cents and shall be paid in advance; and pursuant,to Section 4 of this ordinance., such license may be transferred when the ownership of said bicycle is transferred, and a fee of twenty-five (25A.) cents shall be paid for such transfer. Any licensee who has lost his registration card or license plate shall pay a fee of ten (100) cents for a re-issuance thereof. All license fees collected under this ordinance shall be paid into the Cleneral Fund of the City of 'Alichita Fql Is. SECTION X. Any person who rides a bicycle between the hours of 7 P. 11. and 5 A. must have said bicycle equipped on the front thereof vzith an amber reflector at least two and one-half (21.) inches in diameter or an electric headlight with the lens not less than two and one-half (2=-) inches in diameter, and the rear of said bic)Tcle must be ecuiDDed with a reflec- 0 tor of at least two and one-half (21) inches in diameter. 2 SECTION XI. Ordinance No. 161., passed and approved August 22, 1911., and ordinance No. 176, passed and approved November 11, 1912, are hereby repealed. SECTION XII. Every person, firm or corporation violating, any of the provisions of this ordinance shall be deemed guilty of a misdem-eanor., and upon conviction shall be punish- able by a fine of not more than one hundred ($100.00) Dollars nor less than five 05.00) Dollars. SECTION XIII. If any section or provision of this ordinance is declared to be invalid., said fact sha.11 not affect the validity of any other provision herein. SECTION XIV.
