D. Fairtrace, City Manager ?`'ichita Falls , Texas Dear Sir: r I have checked the application of the "ichita Valley Railway Co. for the franchise to construct a spur track in the alley betvieen Scott <lvenue and Indiana ;'venue as shown on the attached plat. I see no reason why this franchise should not be granted. Te have nor in opera- tion a sanitary sever in this alley but it is deep enough that injury will not likely result. In crossing loth St. , the drainage from Indiana torard Scott St. will be blocked and the plan proposes an 8" sev,,er. From the standpoint of operation and maintenance, this sestier should not be smaller than 15". Also the catch basins should be so designed that they 1vill have curb inlets and not depend entirely upon grates for the entrance of water. Since it is not possible to match the shape of the pavement at the crossing it will be necessary that sufficient pavement at the gutters be removed on each side of the track to allow a ramp whose slope does not exceed 3/4" to the foot. Since this street is paved with concrete the track should be paved also of the same material. The Railvuy Co. should be advised that from time to time it will be necessary to make connections to the sanitary sewer or to repair existing sewers and that the City of -,~ ichita Falls reserves the right for all such work done by the City or for abutting property owners without having to secure a permit from the Railway Company.
