Min 09/01/2015 CITY COUNCIL MINUTES September 1, 2015 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building September 1, 2015 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Ma yor DeAndra Chenault - Councilors Michael Smith - Tim Ingle - Tom Quintero - Brian Hooker - Stephen Santellana - Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Reverend Cheryl Murray, Wesley United Methodist Church , gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Employee of the Month – David Byers, Fire Department 8:34:54 AM This item was postponed to the next agen da. - - - - - - - - CITY COUNCIL MINUTES September 1, 2015 Page 2 Item 3b – Proclamation – Big Brothers Big Sisters Month, Big Brothers Big Sisters 8:31:57 AM Mayor Barham read a proclamation establishing September 2015 as Big Brothers Big Sisters Month in Wichita Falls and urged citizens to support Big Brothers Big Sisters in their commitment to helping children reach their potentia l through mentoring relationships. Kim Hogue accepted the proclamation and said Big Brothers Big Sisters has been in Wichita Falls for six years. The goal is to provide one to one mentoring relationships but there are many on the waiting list. She urge d people to volunteer. - - - - - - - - Item 4 - Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:35:39 AM Anthony Carlisle, 1648 Pearl Avenue, said superficial cracks were filled in the downtown area. Street repairs called in during March are finally being done but not all potholes are being filled. He asked the council to look at the streets, curbs and gutters all over town. He complained about water rates, county taxes, c ity taxes, and the school tax being increased at the same time. He said the tax increase is not necessary. Mary Chaney-Adeleke, 4201 Cedar Elm Lane, said she works for the Salvation Army. She said a big construction project on 7 th Street at the tracks is getting dangerous and there are no detours signs. She invited people to the Gospel Fest. - - - - - - - Item 5 - Consent Items 8:41:47 AM City Manager Darron Leiker gave a briefing on the item listed under the Consent Agenda. Mo ved by Councilor Smith that the consent items be approved. Nays: None Item 5 - Approval of Minutes of the August 18, 2015 Regular Meeting of the Mayor and City Council Item 6a – Resolution #2015-84 RESOLUTION NO. 84-2015 Resolution Authorizing Award of Bid for the City’s Estimated Annual Requirement of Automotive Lubricating Oils and Grease to Western Marketing, Inc., in the Amount of $107,659.70 CITY COUNCIL MINUTES September 1, 2015 Page 3 Item 7 –Receive Minutes Minutes of the following boards and commissions were received: (a) Planning & Zoning Commission, July 8, 2015 (b) Water Resources Commission, August 11, 2015 - - - - - - - - Item 8 – Public Hearing on the Proposed Property Tax Rate for the 2015-2016 Fiscal Year Mayor Barham opened the public hearing at 8:42:43 AM. Jim Dockery reviewed the requirements for the proposed tax rate increase. He said the proposed increase is primarily for pay raises for city emp loyees, particularly police and fire. He reviewed pay adjustment scenarios and the effect of those adjustments on the tax rate. He also updated the council on the employee and retiree health care costs. When asked if the Affordable Health Care costs is a factor, Darron Leiker said it has raised costs 7-15% on average to insurance plans due to coverage limits as well as payments to hospitals and doctors. Jackie Spraggins, 2009 Speedway #1, said she supports the scenario to increase the police pay by 9% and fire pay by 7% to be competitive with the other cities. She noted that this increase brings them to the median. She said it is difficult to budget for health care cost increases, especially with the Affordable Health Care Costs. She said there is no transparency and no limits on the health care costs. Jim Dockery reviewed the budget and tax rate adoption process, noting that the budget must be finalized in the near future. Councilor Smith sa id priorities needs to be set. He proposed considera tion of the tax increase up to the published rate to be used as pay and benefits raise for public safety personnel only and to address the health care costs. There were no other comments and the public hearing was closed at 9:17:48 AM. - - - - - - - - Item 9a – Ordinance # 37-2015 9:41:23 AM ORDINANCE NO. 37-2015 Ordinance Making an Appropriation to the Special Revenue Fund for the Community Diabetes Education Program in the Amount of $251,400 Received from the Department of State Health Services and Authorizing the City Manager to Execute Contract Accepting Same Moved by Councilor Santellana that Ordinance #37-2015 be passed. Nays: None - - - - - - - Item 9b – Ordinance # 38-2015 9:46:49 AM ORDINANCE NO. 38-2015 Ordinance Making an Appropriation to the Special Revenue Fund for the Infectious Disease Control/Surveillance and Epidemiology Ebola Activities in the Amount of $166,936 Received from the Department of State Health Services and Authorizing the City Manager to Execute Contract Accepting Same Moved by Councilor Hooker that Ordinance #38-2015 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Quintero, Ingle, Smith, Hooker, and Santellana. Nays: None - - - - - - - Item 9c – Ordinance # 39-2015 9:50:34 AM ORDINANCE NO. 39-2015 Ordinance Making an Appropriation to the Special Revenue Fund for the Tuberculosis Prevention and Control Program Federal in the Amount of $8,031 Received from the Department of State Health Services and Authorizing the City Manager to Execute Contract Accepting Same Moved by Councilor Ingle that Ordinance #39-2015 be passed. Motion seconded by Councilor Quintero. Beverly Ellis, 1605 Parkdale, asked if the project will include replacement of clay lines. She was told it is just water mains. The motion carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Quintero, Ingle, Smith, Hooker, and Santellana. Nays: None - - - - - - - - Item 10c– Resolution #87-2015 9:58:50 AM RESOLUTION NO. 87-2015 Resolution Awarding a Professional Service Agreement to Carollo Engineers, Inc. in the Amount of $304,800 for the Preparation of a USACOE 404 Permit to Allow Excavation and Other Improvements to Lake Wichita Moved by Councilor Ingle that Resolution No. 87-2015 be passed. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Quintero, Ingle, Smith, Hooker, and Santellana. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Quintero, Ingle, Smith, Hooker, and Santellana. Nays: None - - - - - - - - Item 11a – Staff Reports There were no staff reports. - - - - - - - - Item 11b – Items of Concern to Members of the City Council 10:05:26 AM Members of the City Council presented the following matters: Councilor Smith thanked the city employees who contributed to the success of Hotter’N Hell. Councilor Quintero said he appreciates the emails with input regarding the budget. - - - - - - - - Item 12 – Executive Sessions City Council went into Executive Session at 10:06:37 AM in accordance with Texas Government Code §551.087. City Council reconvened at 11:10:20 AM. Mayor Barham announced that no polls or votes were taken during Executive Session. - - - - - - - - CITY COUNCIL MINUTES September 1, 2015 Page 7 Item 13 – Appointments to the Lake Wichita Revitalization Committee 10:03:36 AM Moved by Councilor Hooker to appoint Pete Gill as an alternate voting member (Position 11) of the Lake Wichita Revitalization Committee, with term to end December 31, 2016. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Chenault, Quintero, Ingle, Smith, Hooker, and Santellana.
