ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AUTHORIZING A FRANCHISE FOR SPECIAL SERVICE
VEHICLES FOR MEDICAL RELATED TRANSPORT TO DOAK
MCDONNELL, DBA HANDICAP EXPRESS; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City has received an application from Doak McDonnell, dba
Handicap Express, to operate a special service vehicle franchise within the city limits of
Wichita Falls; and
WHEREAS, the application submitted meets the requirements as set forth in
Section 110 of the Code of Ordinances regulating Vehicles for Hire; and
WHEREAS, a public hearing was held to receive comments regarding the
granting of such franchise.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. A franchise for special service vehicles is hereby authorized to
Doak McDonnell, dba Handicap Express, as provided for in Section 110 of the Code of
Ordinances.
SECTION 2. A total of one (1) special service vehicle permit is authorized for
said franchise to transport handicapped individuals to and /or from medical facilities.
SECTION 3. This franchise shall expire on September 1, 2008.
SECTION 4. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
