ORDINANCE AUTHORIZING THE CITY MANAGER TO ACCEPT THE
FY2003 LOCAL LAW ENFORCEMENT BLOCK GRANT AND TO
APPROPRIATE $61, 603.00 IN THE SPECIAL REVENUE FUND OF THE
CITY; FINDING AND DETERMINING THAT THE MEETING AT WHICH
THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW.
WHEREAS, The City has been awarded $61,603.00 from the FY 2003 Local
Law Enforcement Block Grant of which $55,443.00 is federal monies and $6,160.00
(10 %) is a cash match which will come from the Department's forfeiture fund; and
WHEREAS, At a later date, an advisory committee made up of members of the
community, as required by LLEBG policies, will determine how the grant proceeds will
be spent.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The City Manager is authorized to accept the FY 2003 Local Law
Enforcment Block Grant in the amount of $66,103.00 and such monies shall be
appropriated into the Special Revenue Fund of the City
SECTION 2. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, REZONING LOT 9A AND PART OF LOT 8, BLOCK 46,
SOUTHLAND ADDITION, ALSO KNOWN AS 1610 KELL BOULEVARD,
AND 1.86 ACRES OF ADJACENT KELL RIGHT -OF -WAY, FROM
LIMITED COMMERCIAL TO GENERAL COMMERCIAL CONDITIONED,
AND AMENDING THE COMPREHENSIVE PLAN TO REFLECT
COMMERCIAL LAND USE; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO
THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the Planning and Zoning Commission recommended rezoning Lot
9A and part of Lot 8, Block 46, Southland Addition, also known as 1610 Kell Boulevard,
from Limited Commercial (LC) to General Commercial Conditioned GC(C); and
WHEREAS, the Planning and Zoning Commission recommend amending the
Land Use Plan, an element of the Comprehensive Plan, to conform to this rezoning;
and
WHEREAS, the City Council deems that the proposed rezoning of the area
hereafter described, and amending the Comprehensive Plan to reflect this change, will
be in the public interest.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The City of Wichita Falls Land Use Plan, an element of the
Comprehensive Plan for the City of Wichita Falls, Texas is hereby amended for
rezoning Lot 9A and part of Lot 8, Block 46, Southland Addition, Wichita Falls, Texas,
also known as 1610 Kell Blvd, and 1.86 acres of adjacent Kell Blvd. right -of -way. Said
property is shown on the attached map incorporated in this ordinance as Attachment
"A ". The property land use designation shall be changed from Low Density Residential
to Commercial.
SECTION 2. Said property being the same as described in Section 1, is hereby
zoned General Commercial Conditioned and regulated as follows:
3450 GC(C) GENERAL COMMERCIAL CONDITIONED DISTRICT
Purpose
The purpose of the GC(C) General Commercial Conditioned zoning district is to
accommodate commercial activities of a retail and service nature. The uses permitted
in this conditioned zone shall encourage uses compatible with the adjacent residential
area.
Permitted Uses
A. The following uses are permitted in the GC(C) district:

- Dwelling, Duplex Two Family
- Dwelling, Single Family Detached
- Group Home
- Personal Care Home
B. The following uses are permitted in the GC(C) district subject to the Site Plan
Review provisions of Section 7100.

- Dwelling, Multi - Family
- Dwelling, Zero Lot -Line Single Family, Subject to the provisions of Section
5200
- Fraternity & Sorority House
- Townhouse, Subject to the provisions of Section 5300
