Res 022-2002 3/5/2002RESOLUTION NO. —: C)C) �?— RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE NORTH CENTRAL TEXAS OFFICIALS ASSOCIATION FOR ANNUAL SERVICES FOR CITY ATHLETIC LEAGUES ; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, in order for the City to conduct high quality adult athletic leagues professional officials are desirable; and WHEREAS, the North Central Texas Officials Association has performed officiating services successfully for many years. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The City Manager is hereby authorized to execute an annual contract with the North Central Texas Officials Association to perform officiating services for the City's athletic leagues. SECTION 2. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law. PASSED AND APPROVED this the 5th day of March 2002. OJ-� 2�4��- - / / MAYOR ATTEST: i CITY OF WICHITA FALLS PARKS AND RECREATION DEPARTMENT CONTRACT FOR OFFICIATING SERVICES This agreement made and entered into by and between the City of Wichita Falls, a municipal corporation of the County of Wichita, State of Texas, hereinafter referred to as the City, and the North Central Texas Officials Association, hereinafter called Association. WITNESSETH: For and in consideration of the mutual covenants herein, the parties hereto do hereby agree as follows: 1. Association shall furnish officials & scorekeepers for basketball, softball, flag football and volleyball games in the City's Recreation Division during the term of this contract, and shall be required to have the following number of officials and scorekeepers per league games as follows: SPORT #OFFICIALS #SCOREKEEPERS Basketball 2 1 Softball 2 1 Sunday Rec. Softball 1 1 Flag Football 3 0 Co-ed Volleyball 1 0 In addition, the Association shall, upon notification by the Program Coordinator, furnish additional officials and scorekeepers for designated games in league, regional, and state tournament playoffs. 2. The Program Coordinator or his authorized agent shall supervise the administration of this contract. A. In the event the Program Coordinator determines the work performance of an official is not satisfactory, the Program Coordinator shall notify the President of the Association and such official shall not be used by the Association for any further work required by this agreement. 3. City shall pay to Association for such services the following fees, and these shall be verified by the Program Coordinator or his authorized agent: BASKETBALL 18.00 per official per game in all tournaments. 9.00 per game for timer /scorekeeper in tournaments. leagues, playoffs, and all leagues, playoffs and SOFTBALL 12.00 per official per game in all leagues, playoffs and tournaments. 14.00 per official per game in Sunday Recreation league games. 6.50 per game for scorekeeping in all leagues, playoffs and tournaments. FLAG FOOTBALL 10.00 per official per game in all leagues, playoffs and tournaments. VOLLEYBALL 10.00 per official per game in all adult league games. 4. The City shall pay the Association on a bi- weekly basis upon submission of statements to the Parks and Recreation Department for services rendered the previous two weeks. 5. Association game officials and scorekeepers may receive verbal notification of game changes and forfeits prior to game time from the Program Coordinator, the Recreation General Services Superintendent, the Customer Service Attendants or the Parks and Recreation Information Line. Game officials and scorekeepers will not receive any pay for forfeited games when prior notification has been made. It will be the responsibility of the Association's President to pick up and sign for all rainout reschedules. 6. Association shall enforce all rules of the Parks and Recreation Department for league and playoff games as well as the current playing rules for the sport being officiated. 7. The Association is responsible for conducting training sessions for officials as listed, and providing rule books: A. Rule interpretations /current year rule changes. B. Mechanics. C. Uniform dress and appearance. 8. Officials and Scorekeepers shall be registered with the State and/or National organization of the sport for which officiating and scoring is being performed. 9. The Program Coordinator shall conduct training sessions on: A. City rules pertaining to the sport being officiated and the filing of required incident reports. B. Ground rules that are a permanent part of the playing areas. C. Policies, procedures and rules pertaining to facilities used by the City of sports activities, but not owned by the City. 10. This agreement shall be effective for the period from March 1, 2002 to February 28, 2003. In testimony whereof the parties hereto have caused these presents to be executed as of the day and year first set out above. 11. This contract may be amended by mutual agreement for additional officiating services of sports that are organized for league play during the time of this contract.
