RESOLUTION TO RETAIN THE LAW FIRM OF GUINN AND MORRISON
TO PERFORM PROFESSIONAL LEGAL SERVICES IN CONNECTION
WITH THE 2001 REDISTRICTING PROCESS; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, as a result of the 2000 Federal census, it will most likely be
necessary to redistrict the single- member Council districts within the City of Wichita
Falls; and
WHEREAS, such redistricting is required under the Voting Rights Act of 1965,
and will involve the need to retain expert legal professional assistance to accomplish
the redistricting process within the City; and
WHEREAS, the City has received a proposal from the law firm of Guinn and
Morrison to assist the City and staff in accomplishing the necessary redistricting of the
single- member districts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS:
SECTION 1. That all of the above recitals and preambles are hereby found to
be true and correct.
SECTION 2. That the law firm of Guinn and Morrison is hereby retained by the
City of Wichita Falls to perform all necessary professional services to accomplish the
redistricting of the single- member districts likely mandated as a result of the 2000
census figures, for a total estimated fee not to exceed $25,000, as well as out -of- pocket
expenses not to exceed $5,000.
SECTION 3. That it is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.
