Item 1
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 4:30 o'clock p.m., with the
following members present:
Lanham Lyne - Mayor

Mayor called the meeting to order.
Item 2
A public hearing was held on the proposed Property Tax Rate for the 2005-06 Fiscal Year.
City Manager explained the process, noting that this is the second of two required public
hearings. The first public hearing was held September 6, 2005. On September 20, 2005 the
Council will consider voting on a tax rate and adopting the budget. Staff recommends the same
tax rate of$.59246 per$100 valuation.
Mayor declared the public hearing open.
Ben Valadez, 4815 Del Rio Trail, stated that in order to run a City we must have revenue.
Many times it is revenue that is hard to come by. To many people who have jobs, an increase
does not mean that much but when you are retired that means a whole lot because last year and
year before last we had a water rate increase. The next big thing that will attack the public is
insurance. It will be the next big crises. It is getting to the point we cannot afford it. It is going to
stretch our budget beyond the limits, but we cannot afford not to have it. I would like to caution
City Council to be a little more observant in some areas where you can do without in going forward
in this area. Thank you for your time. He congratulated the new City Manager.
Mayor called for additional public comments. There being none, the Mayor declared the
public hearing closed.
City Council adjourned at 4:37 p.m.

AGENDA: The following matters will be addressed by the Wichita Falls City
Council at their special called meeting of September 9, 2005:
1. Call to Order.
2. Public Hearing On Proposed Property Tax Rate For The 2005-06
Fiscal Year.
3. Adjourn.
Accessibility to this meeting by disabled persons is possible through the use of the designated
disabled parking spaces in the east parking lot of the auditorium at Bluff and Sixth Streets. A
ramp to the entrance of the building's east wing in this parking lot leads to electronically
operated doors. The building's elevator is located in this east wing. Requests for Spanish
language interpreters, interpreters for the hearing impaired, Braille copies, or other special
needs will be accommodated with at least 24 hours' notice. To arrange for special services,
please call the City Clerk's office at 761-7409.
