Item 1
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 1:00 o'clock p.m., with the
following members present:

Mayor called the meeting to order.

RESOLUTION NO. 113-2005
RESOLUTION EXPRESSING THE CITY COUNCIL'S INTENT TO PLACE A PROPOSAL
ON A FUTURE COUNCIL AGENDA APPROVING A PROPERTY TAX RATE THAT
EXCEEDS THE NOTICE AND PUBLIC HEARING LIMIT; SCHEDULING TWO PUBLIC
HEARINGS, AND ESTABLISHING THE DATE TO VOTE ON SAME
Moved by Councilor Gonzalez to approve Resolution No. 113-2005.
Councilor Norrie seconded the motion.
Mr. Jim Dockery explained the process, noting that the first of two required public hearings
would be held September 6, 2005 at 8:30 a.m. and the second public hearing would be held
September 9 at 4:30 p.m. On September 20, 2005 the Council will consider voting on a tax rate
and adopting the budget. Staff recommends the same tax rate of$.59246 per$100 valuation.
Moved by Mayor Lyne to amend the proposed resolution by inserting the figure $.59246 in
the blank in Section 1, reflecting a proposed property tax rate.
Motion seconded by Councilor Roberts-Burns and carried by the following vote.
Ayes: Mayor Lyne, Councilors Gonzalez, Ammons, Roberts-Burns, Norrie, and Elmore
Nays: None
City Council recessed at 11:30 a.m. and reconvened at 1:20 p.m.

City Council went into Executive Session at 1:20 p.m. to consider and interview applicants
for the position of city manager, as authorized by Section 551.074 of the Texas Government Code.
City Council recessed at 5:25 p.m. on August 23, 2005.
City Council reconvened at 1:33 p.m. on August 24, 2005.
City Council went into Executive Session at 1:33 p.m. to continue the interview process for
the city manager position, as authorized by Section 551.074 of the Texas Government Code.
City Council went into open session at 5:20 p.m.
Mayor announced that no votes were taken in Executive Session.
No action was taken by City Council.
City Council adjourned at 5:21 p.m.

AGENDA: The following matters will be addressed by the Wichita Falls City Council at
their special called meeting of August 23, 2005:
1. Call to Order.
2. Resolution Expressing The City Council's Intent To Place A Proposal On
A Future Council Agenda Approving A Property Tax Rate That Exceeds
The Notice And Public Hearing Limit; Scheduling Two Public Hearings,
And Establishing The Date To Vote On Same.
3. Executive Session.
Consider and interview applicants for the position of City Manager, as
authorized by Section 551.074 of the TEXAS GOVERNMENT CODE.
4. Adjourn.
(After the conclusion of Tuesday's session, the meeting will resume on
Wednesday at 1:00 o'clock p.m.)

parking spaces in the east parking lot of the auditorium at Bluff and Sixth Streets. A ramp to the
entrance of the building's east wing in this parking lot leads to electronically operated doors. The
building's elevator is located in this east wing. Requests for Spanish language interpreters, interpreters
for the hearing impaired, Braille copies, or other special needs will be accommodated with at least 24
hours'notice. To arrange for special services, please call the City Clerk's office at 761-7409.
