This hearing is for the consideration of shifting $50,000 to the Urban Homesteading Program to allow for the completion of a few of the homes so that basically they are ready to sell. The other item would be shifting $100,000 in the Rental Rehab Program in anticipation of a project that has been pending to rehabilitate an apartment complex in the community. These funds are un-programmed and are not taken away from any other project but are funds that have been left over from previous programs that have not been spent. Councilor Williams asked if the $50,000 would rehab two houses. Mr. Clark replied in the affirmative. Councilor Williams asked how much would be used on the apartment rehabilitation project. Mr. Clark informed that it would be approximately $190,000 and under the Rental Rehabilitation Program as much as one half of the cost of the rehabilitation of a project is provided. The property owner has to come up with the other half depending on the size of the apartments and the rules and regulations. This is so that they are developed into affordable apartments. Mr. Dave Clark informed that she has permission to build the carports, however, she wants to be the contractor without having a contractor's license on property where she does not live. Motion seconded by Councilor Williams. City Manager provided a brief history on this property. He mentioned that other than the 4B Board approving the design of the Police-Fire Training Center there was no commitment from them for additional funds. If this item is approved I would suggest we go back to the 4B 288 Item 9h continued Board for additional funds. Estimated cost for the Police-Fire Training Center is in excess of $3.5 million. There are three parts to the Training Center- 1) the academy building, 2) the fire training drill center; and 3) the police firing range. The current firing range is totally inadequate and it may be in a totally separate location from its current location. That decision has not been brought to Council. He informed that for the purpose of moving ahead, they temporarily dropped the police firing range and have focused on the fire training drill center and the academy building. He emphasized that they have no plans to put the police firing range either at the Rosewood Street location or behind the Washington-Jackson Math Science Center location. We propose to put the academy building on Rosewood Street and the fire training center behind the Washington-Jackson Math Science Center. We do not see any problem with putting them separately because of their close proximity, one and a half minutes from each other. City Manager concluded by stating that the Rosewood site is the best location to place this investment and Staff recommends that Council proceed with building the two components of this facility at these two locations. Councilor Shine expressed concern that Council had not received a formal report on this project. City Manager informed that a report had been received and he apologized for not providing the Council copies. We started looking at sites after receipt of that report. Councilor Hawkins mentioned that in 1997 the comments were that an investment such as this would help to improve the East Side. He felt that a facility of this kind would bring more people and businesses to that area. It will be a great asset to any part of the City that gets it. Councilor Esther was disturbed that the decision was made to place it in District 2 without involving the Councilor of District 2. He said he had received calls from citizens who were concerned about the placement of that facility in that particular site. Barbara Wesley, 1315 Harding and Minnie Wesley, 1018 Roosevelt, were in favor of having it on the East Side but not in that particular location. They expressed concern about the traffic. J W Martin, 1626 Christine, spoke against the location of this facility. He did not think a training facility should be located in a residential area. He suggested the north or south side of the City. He spoke in favor of having an adequate fire police training center. City Manager stated that this is a very adequate facility and it will be able to attract any outside programs. He informed that access is not a problem. City Manager explained that his understanding was that the East Side is where Council wanted it. . He clarified that they have every intention of building the police firing range. Councilor Esther agreed that the Rosewood location is where the facility needs to be. Councilor Williams commented that the City is making a statement by this commitment to the East Side by putting this facility there. It would be a great location in any area of the City. She was in favor of putting the facility in the Rosewood location and she did not think it would be a traffic concern. She thought it was a good investment. J W Martin, 1626 Christine, stated that he was not questioning the adequacy but whether the location was adequate enough to include joint fire police training facilities. City Manager stated that the building is designed and we have more than adequate space as well as room to grow. We think this is a premier first-rate facility. Fire Chief Ronnie James agreed with the City Manager and added that this facility is designed to train police and fire together. This whole concept is police-fire training and nothing has been left out of this training. It is a public safety-training center. He mentioned that the two sites do not create a problem since it takes one and a half minutes to get to either location. He felt it was a great location to begin building the infrastructure on the East Side and a great facility with which to begin. Police Major Gerald Todd felt that the joint police and fire training would be ideal because they can conduct training together. We can run two academies at the same time. 289 Item 9h continued We are excited about this being a part of our community policing on the East Side. I think any neighborhood would benefit from it. Barbara Wesley, 1319 Harding, clarified that they want it on the East Side however not in that particular location. Councilor Altman was in favor of purchasing this property and noted that if was not used for the police fire training center it could be used for infield housing or some other use. Motion carried by the following vote. Ayes: Mayor Lueck, Councilors Williams, Shine, Esther, Altman, Burns, and Hawkins Nays: None Item 9i RESOLUTION NO. 26-2001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, HONORING HERSHEL WOODROW "WOODY" WILLIAMS; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW Moved by Councilor Shine that Resolution No. 26-2001 be passed. Motion seconded by Councilor Altman. E.A. King, 5016 Edgecliff, and J W Martin, 1626 Christine, spoke in favor of this resolution. Motion carried by the following vote. Ayes: Mayor Lueck, Councilors Williams, Shine, Esther, Altman, Burns, and Hawkins Nays: None Item 10a Councilor Shine asked that Council be provided a copy of the Police & Fire Training Center Project report. Councilor Altman requested that at the next meeting a discussion be scheduled regarding the parking and traffic situation on the west side of the soccer complex. He also mentioned that the trash out there was a concern. Councilor Esther thanked Mr. Robert Parker for the no parking signs in the East Lynwood area. Councilors Hawkins asked that the Police Department look into the speeding situations on City View and on Missile Road. Councilor Williams updated the Council on the lighting situation on Harding and Thompson Roads. That area is very dark and hazardous and the Traffic Department has begun efforts to resolve this situation as quickly as possible. The voltage and number of lights will be increased in that area. Mayor thanked the Building Inspection Staff for helping with the Ninth Street Trailer Court regarding the persons who are without gas out there. Everyone has done the best they can and he thanked them. 290 Item 10b City Manager informed that he wanted to get the airport lease committee back together again. City Manager stated that he wanted to schedule a special Council meeting Friday, March 23 at 4 p.m. to take care of MPEC Coliseum issues. Council agreed to that date and time. Item 10c(1) (2) & (3) City Council went into Executive Session as authorized by Section 551.072 and Section 551.071 of the Texas Government Code at 11:24 a.m. City Council reconvened at 12:24 p.m. No action was taken.
