Min 01/26/2001 254 Wichita Falls, Texas Memorial Auditorium Building January 26,2001 Items 1 & 2 The City Council of the City of Wichita Falls, Texas met in special session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock a.m., with the following members present: Jerry Lueck - Mayor Arthur Bea Williams - Councilors James Esther, Jr. - Bill Altman - Johnny Burns - Harold Hawkins - James Berzina - City Manager Greg Humbach - City Attorney Lydia Torres - City Clerk Dan Shine - Absent Mayor called the meeting to order. Councilor Harold Hawkins gave the invocation. Item 3 RESOLUTION NO. 5-2001 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, AUTHORIZING THE CITY MANAGER TO NOTIFY ELECTRA CONSTRUCTION COMPANY IN WRITING OF THE CITY'S INTENTION TO EXECUTE NECESSARY CONTRACT DOCUMENTS FOR THE CONSTRUCTION OF THE COLISEUM PROJECT IN THE AMOUNT OF $19,683,198, UPON RECEIPT OF $7 MILLION OF TAX BOND PROCEEDS AND NECESSARY PRIVATE MONIES TO FUND THE BALANCE OF THE PROJECT COST; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW Moved by Councilor Altman that Resolution No. 5-2001 be passed. Motion seconded by Councilor Williams. It was noted that this was a letter of intent and that the actual contract would be presented to Council for approval. Motion carried by the following vote. Ayes: Mayor Lueck, Councilors Williams, Esther, Altman, Burns, and Hawkins Nays: None Item 4 Moved by Councilor Altman to appoint Mrs. Kay Yeager to fill the vacancy on the City/County Multi-Purpose Event Center Board of Trustees. Motion seconded by Councilor Williams. 255 Item 4 continued Mayor Lueck nominated Mr. Ben Valadez, Jr. Councilor Hawkins felt that Mr. Bob York would make a good appointment because of his safety and building background. Councilor Altman stated that his intent in nominating Mrs. Yeager was to simply make one appointment at this time. He commented that under the revised City/County agreement the City has five appointments to the MPEC Board of Trustees. Once the Non-Profit MPEC Corporation amends their by-laws then the City will have five appointments to that Board. Once that is done in February we could look at all who have applied and give everyone due consideration for the other positions on these boards. The issue of a minority deficiency on City boards and commissions was mentioned. It was noted that lack of minority applicants was the major factor. Motion carried by the following vote.
