The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock a.m. with the
following members present:
Jerry Lueck - Mayor
Dan Shine - Mayor Pro Tern
Arthur B. Williams - Councilors
James Esther -
Bill Altman -
Johnny Burns -
Harold Hawkins -
Jim Berzina - City Manager
Greg Humbach - City Attorney
Lydia Torres - City Clerk
Mayor called the meeting to order.
Item 4
A proposed resolution was presented expressing a desire for the Dallas
Cowboys to return to Wichita Falls for the 2001 Training Camp.
Moved by Councilor Hawkins that proposed resolution be passed.
Motion seconded by Councilor Williams.
Councilor Altman felt that the proposed resolution needed to be dressed up.
Moved by Councilor Altman to table this item until later today.
Motion seconded by Councilor Williams and carried by the following vote.
Ayes: Councilors Shine, Williams, Esther, Altman, Burns, Hawkins
Nays: Mayor Lueck
Item 7b was moved up and considered at this time.
Item 7b
A proposed resolution was presented expressing the City Council's intent to place a
proposal on a future Council agenda approving a property tax rate that exceeds the notice and
public hearing limit; scheduling a public hearing, and establishing the date to vote on same.
Moved by Councilor Altman that proposed resolution be passed.
Motion seconded by Councilor Williams.

Mr. Jim Dockery informed that this resolution needed to be considered at the end of the
budget hearings.
Moved by Councilor Altman to table this item.
Motion seconded by Councilor Hawkins and carried by the following vote.

Item 5
Budget worksession was held to consider the proposed FY 2000-2001 budget.
Directors presented their department budgets.
Councilor Hawkins was not present in the Council Chambers at this time.

RESOLUTION NO. 112-2000
RESOLUTION EXPRESSING A DESIRE FOR THE DALLAS COWBOYS TO
RETURN TO WICHITA FALLS FOR THE 2001 TRAINING CAMP;
AUTHORIZING THE CITY MANAGER TO COMMUNICATE THIS DESIRE AND
FURTHER REQUESTING SUPPORT OF OTHER CITIES AND THE PUBLIC
OFFICIALS WHO MAY BE ATTENDING THE 2001 ASSOCIATION OF
MAYORS, COUNCIL MEMBERS AND COMMISSIONERS' ANNUAL
CONFERENCE TO BE HELD IN THE CITY OF WICHITA FALLS; FINDING
AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
Moved by Councilor Burns to remove from the table Resolution No. 112-2000.
Motion seconded by Councilor Esther and carried by the following vote.
Ayes: Mayor Lueck, Councilors Shine, Williams, Esther, Altman, and Burns
Nays: None
Moved by Councilor Altman to amend Resolution No. 112-2000 with a substitute
resolution.
Motion seconded by Councilor Burns and carried by the following vote.
Ayes: Mayor Lueck, Councilors Shine, Williams, Esther, Altman, and Burns
Nays: None
Moved by Councilor Williams to approve the amended resolution.
Motion seconded by Councilor Esther and carried by the following vote.
Ayes: Mayor Lueck, Councilors Shine, Williams, Esther, Altman, and Burns

City Council recessed at 3:20 p.m. August 21, 2000 and reconvened at 8:30 a.m.
August 22, 2000.
The City Council budget worksession continued.
Above current items were addressed by the appropriate directors. Council discussed
these and made recommendations on these as well as on salaries.
Item 7b
Moved by Councilor Altman to remove from the table the proposed resolution
