RESOLUTION EXPRESSING A DESIRE FOR THE DALLAS COWBOYS TO RETURN TO WICHITA
FALLS FOR THE 2001 TRAINING CAMP; AUTHORIZING THE CITY MANAGER TO COMMUNICATE
THIS DESIRE AND FURTHER REQUESTING SUPPORT OF OTHER CITIES AND THE PUBLIC
OFFICIALS WHO MAY BE ATTENDING THE 2001 ASSOCIATION OF MAYORS, COUNCIL MEMBERS
AND COMMISSIONERS' ANNUAL CONFERENCE TO BE HELD IN THE CITY OF WICHITA FALLS;
FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS
OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls and Midwestern State University have been the site of the last three Dallas
Cowboys Training Camps; and,
WHEREAS, the Board of Commerce and Industry and Midwestern State University have both conducted
economic impact studies on the effect of the Cowboys training in Wichita Falls; and,
WHEREAS, these studies disclose an estimated economic impact to the City of Wichita Falls of over $11
million for the first two camps alone; and,
WHEREAS, tourism has increased to this area, as evidenced by (1) a BCI study which revealed that six out of
ten visitors to the Cowboys training camp in 1998 were from areas 50 or more miles away from Wichita Falls, (2) the fact
that booked conventions to Wichita Falls have doubled since the arrival of the training camp to our city, and (3) there
has been a marked increase in clients visiting the area to consider Wichita Falls as a potential convention site; and,
WHEREAS, not only is the training camp an economic boon to the City of Wichita Falls, more importantly
perhaps, it is also a benefit to the betterment of our quality of life, as shown by the following examples:
• The Dallas Cowboys promote schools and reading, with two players reading books to children within the
United Way program during this year's training camp;
• The Cowboys donated food to the Faith Mission equal to the total pound weight of four defensive linemen
and two coaches, being 10,500 pounds;
• The Dallas Cowboys held a mini - training camp for over 200 children from the Boys and Girls Clubs free of
charge;
• The Boys and Girls Clubs have received approximately $17,000 as a result of the Dallas Cowboys being in
Wichita Falls, as the Cowboys donated the entrance cost to the NFL Experience to the Boys and Girls
Clubs for the first two years, and a portion of the proceeds from Graham Central Station's official
welcome parties for the Dallas Cowboys was also donated to the Boys and Girls Clubs;
• The Dallas Cowboys donated $10,000 to the MSU Athletics Department;
• The Dallas Cowboys donated $10,000 towards scholarships, and made several other donations of
equipment, t- shirts, etc., for charitable auctions; and,
WHEREAS, it is most desirable that the Dallas Cowboys continue their training camp experience in the City of
Wichita Falls; and,
WHEREAS, the City of Wichita Falls will host the 2001 Association of Mayors, Council Members and
Commissioners' Annual Conference, which conference will take place during the scheduled 2001 Dallas Cowboys
Training Camp; and,
WHEREAS, if the Dallas Cowboys hold their 2001 training camp in Wichita Falls, it will enable many elected
city officials from around the State to attend practice sessions during the annual conference of Mayors, Council
Members and Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS:
SECTION 1. That the City Manager is hereby directed to communicate to Dallas Cowboys owner Jerry Jones
the desire of the City Council of the City of Wichita Falls that the Dallas Cowboys hold their 2001 training camp in the
City of Wichita Falls, and that a copy of this resolution be furnished to Mr. Jones evidencing this desire.
SECTION 2. That other Mayors, Council Members and Commissioners from various towns and cities
throughout the State of Texas who will be attending the 2001 Association of Mayors, Council Members and
Commissioners conference in the City of Wichita Falls express support for this resolution by communicating such
support to the Dallas Cowboys owner, Mr. Jerry Jones.
SECTION 3. That it is hereby officially found and determined that the meeting at which this resolution was
passed was open to the public as required by law.
