The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Room of the Memorial Auditorium Building at 4:30 o'clock p.m. with the
following members present:
Dan Shine - Mayor Pro Tern
Arthur Bea Williams - Councilors
James Esther, Jr. -
Johnny Burns -
Bud Beaty -
Robert Powers - Assistant City Manager
Greg Humbach - City Attorney
Lydia Torres - City Clerk
Kay Yeager - Absent
Bill Altman - Absent
Mayor Pro Tern Shine called the meeting to order.
Item 2
A public hearing was held on the amendment of the boundaries for the North Enterprise
Zone.
Mayor Pro Tern declared the public hearing open.
Mr. David Clark informed that the City received an application for the expansion of the
existing North Enterprise Zone. Proposed expansion is along the corridor of Kell Boulevard, an
expansion to the north, in the area between McNiel and Fairway. Staff recommends approval.
Mayor Pro Tern called for public comments. There being none Mayor Pro Tern declared
the public hearing closed.

ORDINANCE NO. 15-2000
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS,
AMENDING THE BOUNDARY OF THE NORTH ENTERPRISE ZONE PURSUANT TO
THE TEXAS ENTERPRISE ZONE ACT; PROVIDING INCENTIVES FOR THE
AMENDED AREA; REAFFIRMING AN AUTHORIZED REPRESENTATIVE TO ACT IN
ALL MATTERS PERTAINING TO THE NOMINATION AND DESIGNATION OF THE
AREA DESCRIBED HEREIN AS AN ENTERPRISE ZONE AND REINVESTMENT
ZONE; AND FURTHER REAFFIRMING A LIAISON TO ACT ON ALL MATTERS
PERTAINING TO THE ENTERPRISE ZONE ACT ONCE DESIGNATED BY THE
TEXAS DEPARTMENT OF ECONOMIC DEVELOPMENT; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED
WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW

Moved by Councilor Esther that Ordinance No.15-2000 be passed.
Motion seconded by Councilor Williams and carried by the following vote.
Ayes: Mayor Pro Tern Shine, Councilors Williams, Esther, Burns, and Beaty

Item 4a
RESOLUTION NO. 22-2000
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS,
TO NOMINATE SOUTHWESTERN BELL WIRELESS, INC. AS AN ENTERPRISE
ZONE PROJECT; FINDING AND DETERMINING THAT THE MEETING AT WHICH
THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLICAS REQUIRED BY
LAW
Moved by Councilor Williams that Ordinance No. 22-2000 be passed.
Motion seconded by Councilor Burns and carried by the following vote.
Ayes: Mayor Pro Tern Shine, Councilors Williams, Esther, Burns, and Beaty
Nays: None
Mr. David Clark mentioned that the public hearing date is incorrect in the Ordinance
expanding the boundary of the enterprise zone. It should reflect February 28, 2000 instead of
February 15, 2000.
City Attorney stated that this should be amended.
Moved by Councilor Burns that Ordinance No. 15-2000 be amended to reflect that the
public hearing was held on February 28, 2000 instead of February 15, 2000.
Motion seconded by Councilor Beaty and carried by the following vote.
Ayes: Mayor Pro Tern Shine, Councilors Williams, Esther, Burns, and Beaty
Nays: None
