Resolution Authorizing The City Manager And Chief Of Police To
Execute All Documents Necessary To Protest The Texas Alcoholic
Beverage Commission's Renewal Of A License To Serve Alcohol At
411 N. Scott Avenue
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
The City Manager and Chief of Police are authorized to execute all documents
necessary to protest the Texas Alcoholic Beverage Commission's renewal of a license
to serve alcohol at 411 N. Scott Avenue, but this prnpased 2011 protest will not be
submitted to TABC if licensee, Brooks Entertainment, Inc. and Brooks Entertainment,
Inc.'s directors execute agreements, in a form acceptable to the Chief of Police and City
Attorney, to reduce the number of disturbances on the parking lot shared by 445 and
411 N. Scatt (the "parking lot"), including, but not limited to, agreeing to:
1. increased lighting throughout the parking lot,
2. installation and operation of cameras capable of discerning faces,
license plates, and crimes throughout the parking lot and retainage of the
videa for at least 30 days for Police Department review,
3. closure af 405 N. Scott between 2:30 a.m. and 6:00 a.m. every night,
4. removal of all persans not employed by the licensee from the parking lot
between 2:30 a,m. and 6:00 a.m. every night, and prohibition of same
from re-entry to and presence thereon,
5. installation of signage visible thraughout the parking lot, in a form
approved by the Chief of Police, that prohibits trespass thereon by
persons not employed by licensee between 2:30 a.m. and 6:00 a.m. every
night, and
6. completion of the TABC beer & wine license process for 4Q5 N. Scott
and payment of all fees associated therewith.
