I. Welcome & Introduction
Mayor Barham, the TPC chairperson, called the meeting to order at 8:31 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non- Agenda Items
Mayor Barham asked for any public comments on agenda and non - agenda items. None
was received.
111. Review and Approve the Transportation Policy Committee's January 28, 2015 TPC
Meeting Minutes
Mayor Barham asked for any comments or corrections to the January 28, 2015 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Judge
Gossom made the motion to approve. Mr. Watts seconded the motion, which passed
unanimously.
IV. Review and Approve the Transportation Policy Committee's February 26, 2015
TPC Meeting Minutes
Mayor Barham asked for any comments or corrections to the February 26, 2015 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr.

Watts made the motion to approve. Counselor Smith seconded the motion, which
passed unanimously.
V. Review and Comment Regarding the Technical Advisory Committee's April 8,
2015 Meeting Minutes - No Action Required
Mayor Barham asked for any comments or questions regarding the April 8, 2015
Technical Advisory Committee's meeting minutes. Mr. Barnett directed the committee's
attention to the remarks in the TAC minutes regarding Proposition 1 funding. He stated
this would be discussed in detail at a later meeting. Mayor Barham asked for any other
comments or questions regarding the TAC meeting minutes. Receiving none, the
committee moved on to the next agenda item.
VI. Review and Discussion of progress on the Transportation Alternatives Program
(TAP) Grants Development
Mr. Barnett reported on the Transportation Alternatives Program (TAP) Grants
Development. He stated that the Texas Department of Transportation notified the City
about the $52 million dollar grant program in January. Mr. Barnett stated Mr. john
Burrus, Director of Aviation, Traffic, & Transportation, presented the TAP resolution to
City Council for review and approval on April 7, 2015 as a requirement for the TAP
grants. Mr. Barnett gave a brief update on the six projects currently under development
for the TAP grant and stated the cost for all projects is $14,935,942 and requires a 20%
local match of $2,987,188. He stated the City and the TAP development committee had
been working diligently to meet the May 4 deadline for submission of all six grant
applications.
Mayor Barham asked for any comments or questions regarding the Transportation
Alternatives Program Grants Development. Receiving none, the committee moved on to
the next agenda item.
VII. Distribution to the Transportation Policy Committee of the Completed Transit
Oriented Development Study with Review and Discussion to Follow
Mr. Barnett directed the committee's attention to the enclosed copy of the finalized
Transit Oriented Development study to the TPC Committee. Mr. Barnett noted a few
minor changes to the report regarding the WFMPO boundary expansion. He stated that
towards the conclusion of the TOD study, the MPO expanded its boundary along its
southern edge down to FM 1954. He commented that the boundary revision did not
affect the TOD assessment and that Freese and Nichols, Inc. included a footnote near the
beginning of the document referring to this change. The consultant also included an
appendix at the back of the document that illustrated the MPO's new boundary in
comparison to the original boundary. Mayor Barham asked for comments regarding the
Transit Oriented Development Study. Judge Gossom noted some needed corrections to a
few of the tables in the document. Specifically, change the titles for county references
from "Wichita Falls County" to "Wichita County ". Mr. Barnett noted these comments and
stated that staff would make the revisions then forward the updated document to each
board member. Mayor Barham asked for any further comments. Receiving none, the
committee moved on to the next agenda item.
VIII. Review and Approval of the 2015 Environmental justice Report
Mr. Barnett directed the committee's attention to the 2015 Environmental justice
Report. Mr. Arbeau gave a brief summary of the changes to the report. He stated that he
updated the entire document from 2000 census data to 2010 census data. However, he

commented that the biggest change was to the format of the document, which he
discussed at length. Mayor Barham asked for comments and revisions. The committee
asked that all of the demographic maps in the appendices include a label for the James V.
Allred unit so that the reader will understand why the prison is a part of the
Environmental Justice area footprint even though it will have no bearing on future
project development at the prison. Mr. Barnett stated that, although not required, the
Technical Advisory Committee felt it prudent for the Policy Board to approve and adopt
the Environmental Justice Report. The report will need updating annually. Mayor
Barham asked for approval to adopt the 2015 Environmental Justice Report with
revisions. Mr. Watts made the motion to adopt the document. Mr. Tegtmeyer seconded
the motion, which passed unanimously.
1X. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
TxDOT: Mr. Rohmer reported on FM 369 at McNiel stating it was a project
connected to the city's drainage ditch project, currently under construction, and
should open up Southwest Parkway by the beginning of May. Future projects
include: FM 369 at SH 240 to US 287 district wide seal coat; US 287 at Huntington
Road bridge replacement; SH 240 bridge replacement; FM 2650 extend culverts and
add shoulders; FM 369 at Fairway to McNeil drainage ditch enclosure; LP 473
Hatton Road place curb and gutter; and US 277/US 82 from 7th street to Galveston
Street (North and South bound) bridge maintenance and repair.
WL Mr. Schreiber reported that the McNiel Drainage and Southwest Parkway
Intersection Improvements were approximately 65% complete. He reported on the
2015 8th Street and Ohio Intersection Enhancement Project stating it was 65%
complete. The Wichita Bluff Hike and Bike Trail was 10% complete. Scheduled
projects include the 2015 Street Rehab Project at various locations across the city.
Mayor Barham asked for comments or discussion concerning any of the reports. Mr.
Watts asked for a discussion concerning the southern section of Huntington Lane.
He stated the sandpit at the end of this road had created an increase of truck traffic,
which in turn had significantly damaged the road. Judge Gossom stated the company
who leased the land from the owner of the property was obligated to repair the
road. Several of the other Policy Board members offered suggestions as to how to
recoup the damages from the users. They also discussed other funding mechanisms
that might qualify to repair the road. Mr. Watts thanked the board for their insight
and consideration of the problem.
b. MPO Quarterly Financial Report (1st Quarter FY 2015 - October, November,
December)
Mr. Barnett reported on the first quarter expenses for the MPO. He stated the MPO
had spent 43.16% of its allocation for FY 2015. He asked for any comments on the
first quarter financial report. He received none.
c. Grouped TxDOT CSJ Projects Report
Ms. Lee reported on the Grouped TxDOT CSI Projects Report. She stated no new
projects have been added to the grouped list. Mayor Barham asked for any

comments or questions regarding the Grouped TxDOT CSJ Projects Report None
was received. The committee moved on to the next agenda item.
