Employee Benefit Trust Minutes - 10/15/2010City of Wichita Falls Employee Benefits Trust Board Minutes October 15th , 2010 The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita Falls, TX 76301. Present: Darron Leiker, City Manager Jim Dockery, Asst. City Manager/CFO Miles Risley, City Attorney Tammy Guerra, Human Resources Manager Becky Chapman, Employee Benefits Coordinator Agenda Items: i. Call to Order: Meeting was called to order at 9:00 am. ii. Approval of Minutes: Motion was made by Miles Risley to approve the October 8th, 2010 minutes, second by Jim Dockery. The motion carried unanimously. iii. Review and approval of plan design changes recommended by IPS Advisors: Recommended Plan Design Changes- 1) changing Medicare from unlimited home healthcare visits/skilled nursing facilities visits to 100 day limit, 2) raising the ER co -pay from $75 Enhanced/ $50 Core to $100 for both the Core and Enhanced plans, 3) changing the primary care physicia n co-pay from $45 Core/$30 Enhanced to primary $30 and $50 specialist for both the Core and Enhanced plans, 4) adding free tobacco cessation aids to the prescription program and 5) changing the active employees, retirees, and firefighters life insurance from TMRS to Sunlife. A motion was made by Darron to approve all of the above IPS recommendations, second by Tammy Guerra. The motion carried unanimously. iv. Open Session: Wellness Program: Annual Physicals-The City of Wichita Falls has adopted a new Wellness Program for 2011. It will require employees that are on the C ity’s health insurance to obtain an annual physical and biometric screening which will be provided at no charge through the onsite clinic or their medical provider. The City has decided to let employees who are covered on our health insurance use the onsit e clinic for the annual physical/biometric screenings at no charge effective 11/1/10. Beginning 1/1/2011 an employee may use their personal medical provider for the annual physical/biometric screenings at no charge which is a directive from the health care reform where all preventative care will be free. This information along with the forms their provider will need to fill out will be included in the open enrollment paperwork that was sent out in November. If the employee does not complete the annual physical and biometric screening by 2/1/2011 they will incur a surcharge of $2.50 per pay period for non compliance. Tobacco Cessation Program- The new tobacco cessation program that the City of Wichita Falls has adopted for 2011 will require employees that are on the City’s health insurance plan to fill out a tobacco certification form that was included in their open enrollment packet. If they certify that they have used tobacco in the last six months they will incur a surcharge of $5.00 per paycheck beginning the first payroll in July 2011 until cessation program has been completed. The employee has a choice of cessation programs offered for free that they can choose from. The employee only has to complete the cessation program not necessarily quit. v. Adjourn at 9:36 am.
