Employee Benefits Trust Board Minutes
September 22nd , 2010
The meeting was held in the City Council Conference Room, 1300 Seventh Street,
Wichita Falls, TX 76301.

Agenda Items:
i. Call to Order- Meeting was called to order at 2:00 pm.
ii. Approval of Minutes- Motion was made by Miles Risley to approve
the August 16th, 2010 minutes, second by Jim Dockery. The motion
carried unanimously.
iii. Consideration and possible approval of IPS Advisors RFP
recommendation- IPS provided an overview of various proposals
submitted by benefit providers. After t he initial review, it appears
that the discounts offered by BCBS are considerably better than
other TPA's and IPS will be negotiating with them for the City's
medical plan. IPS is also recommending that the City add a
$500,000 stop loss insurance program, principally due to federal
health care reform. Due to the health care reform there are some
provisions that must be change in our health plan. Beginning with
life time limits must be removed by 2011. Also the age limitations
on student dependants must be extended to 26 years old regardless of
student status and t here should be no pre-existing condition
limitations for children under 19.
RFP Recommendations-IPS recommended adding a voluntary vision
plan that would be paid 100% by the employee. It would include
annual eye exams with and an allowance for frames/lenses. Adding
additional life insurance coverage for each employee was also
suggested making us more competitive and closer to the benchmark
of other municipalities. IPS strongly suggested implementing an
employer paid long term disability plan, 90% of municipalities have
one. IPS recommended that we change our existing pharmacy
vendor (Walgreens Health Initiatives) to CVS Caremark due to a
substantial savings and better discounts. They explained that all of
the bid numbers are preliminary and they will have final numbers for
the EBT Board to review at the next meeting.
