Employee Benefits Trust Board Minutes

The meeting was held in the City Council Conference Room, 1300 Seventh Street,
Wichita Falls, TX 76301.

Agenda Items:
i. Call to Order- Meeting was called to order at 2:00 pm.
ii. Approval of Minutes- Motion was made by Miles Risley to approve
the August 16th, 2010 minutes, second by Jim Dockery. The motion
carried unanimously.
iii. Consideration and possible approval of IPS Advisors RFP
recommendation- IPS started explaining the RFP by going over the
large claim costs listing provided by BCBS. The largest claimant so
far has been over $300,000. In addition the health care reform has
changed a few provisions that must be change in our health plan.
Starting off with the age limit on student dependants must be
extended to 26 years o ld. Life time limits must be removed by 2014.
Also, there should be no pre-existing condition limit for children
under 19. IPS recommends an eye program that would be paid 100%
by the employee. It has annual eye exams with a $10 co-pay and
$20 co-pay for frames/lenses. It costs $60 annually for employee
only and $162 annually for employee plus family and it is
guaranteed for 36 months. Adding to the life insurance was also
suggested making us more competitive and closer to the benchmark
of other municipalities. IPS strongly suggests implementing a long
term disability plan, 90% of municipalities have one. The one
recommended is covered 100% by the employer to all full time
employees. It starts after 180 days off of work due to disability and
pays 60% monthly earnings up to $7,000 per month, with a
minimum of $100 per month. It covers the employee up to the time
social security kicks in. All recommendations will be bided for and
a last meeting will be scheduled to finalize the suggestions.
