Employee Benefits Trust Board Minutes
August 16th , 2010
The meeting was held in the City Council Conference Room, 1300 Seventh Street, Wichita
Falls, TX 76301.
Present: Darron Leiker, City Manager
Jim Dockery, Asst. City Manager/CFO
Miles Risley, City Attorney
Tammy Guerra, Human Resources Manager
Becky Chapman, Employee Benefits Coordinator
Agenda Items:
i. Call to Order- Meeting was called to order at 9:00am.
ii. Approval of Minutes- Motion was made by Miles Risley to approve the
July 28th, 2010 minutes, second by Jim Dockery. The motion carried
unanimously.
iii. Consideration and possible approval of Titanium Emergency Group
(TEG) contract- Since TEG was unable to reach an agreement with
BCBS of Texas, the City of Wichita Falls decided to negotiate a contract
directly with TEG to ensure that a flat amount would be charged to our
employees for emergency room doctor services. The City of Wichita
Falls proposed to split the (TEG) co -pay with the employee where the
City would pay $105 and the employee would pay $175. TEG came
back and said that they disagreed with this recommendation. They
believe, due to past experiences, that if the co-pay exceeds 30%, then the
co-pay does not get paid. Motion was made by Darron Leiker to
negotiate up to the maximum of $200 towards the City and $80 to be
covered by the employee with no shoring up, second by Tammy Guerra.
The motion was carried unanimously.
