There is hereby created a Park Board for the city of '41chita Falls composed of nine (9) members who shall each be a res- ident of the city of 1,4ichita Falls anc_ shall serve without nay. Sec. 2. The T,,rayor shall appoint the members of the Board and each person appointed must be approved by the Board of Aldermen before becoming a member of the Park Board. As soon as practicable after final passage of this ordinance the '1vayor shall an nine ( 9 ) resident citizens of the city and they shall serve for the following terms : The first three (3) persons appointed shall serve for one year, or from the date of their appointment until January 1, 1951; the second three ( 3) persons appointed shall serve for two (2) years, or from the time of their appointment until January 1, 1952, and the last three persons appointed shall serve for three (3) years, or from the time of their appointment until January 1, 1953. During the month of December thereafter the mayor shall appoint three ( 3) resident citizens of the city on the Park Board and their terms of office shill be for three (3) years beginning on the Ist day of the following January. All vacancies of the Board shall be filled by appointment of the �4'ayor with the consent a nd approval of the Board of Aldermen and shall be for the unexpired. term of the vacating member. Any member of the Park Board may be removed from his office at any time by a 5/7 majority vote of the Board of Aldermen without any reason being given therefor. Sec. 3. "s soon after the appointment of the first Park Board. as practicable, and during the month of January of each year thereafter, the Board shall elect one of its members chairman, one vice-chairman and one secretary, and their terms of office shall be for one year p 4 - s e 1_e cixt,}* .ie ems- The Park Board shall. make its own rules regarding time and place of holding its meetings. Special meetings may be called from time to time by the chairman, vice-chairman or City 1'lanager. In calling a meeting of the Board each member shall be notified if possible but when it becomes necessary to convene the Board in an emergency and all members cannot be reached by telephone by the use of reasonable effort notice to all members shall be dispensed with. Five ( 5) members shall constitute a quorum but in all matters before the Board at least five ( 5) members shall agree before same shall be presented to the City Manager or the Board of Aldermen as being approved by the Board. 1.11hen the chairman is present at a meeting he shall preside or appoint another member to preside for him. If the chairman is absent and the vice-chairman is present he shall preside or appoint another member to preside for him, but if neither the chairman nor the vice-chairman is present those present may select one of their number temporary chairman and proceed with the meeting. It shall be the duty of the secretary to keep the minutes of all meetings and to record all transactions of the board and in the absence of the sec- retary at a meeting the members present may select one of their number to perform the duties of the secretary but all minutes and records shall be delivered immediately to the regular secretary. Sec . 4. PO;�.�ERS A1vLa DUTIES OF THE BOARD: The Park Board shall act in an advissory capacity to the Park Superintendent and shall assist him in preparing his budget requirements annually. (b) It shall devise a long range park improvement program, devise a recreational system, and encourage public interest in the municipal park system. ( c) It shall act in an advisory capacity to the City M�anager in the solution of the various problems which may arise from time to time and shall make such recommendations regarding the management of the parks to the City ir'anaaer as the Board may see fit to make . (d) It shall seek the a-id and co-operation of all civic organizations in the city to encourage city beautification and to beautify the highway entrances to the city. (e) It shall from time to time recommend to the Board of l,,ldermen passage of such ordinances as may be necessary to carry out its program.
