SECTION 1. Before any oil and/or gas well may be drilled within the
corporate limits of the City of Wichita Falls, Texas, an application therefor shall
be filed with the Department of Public ,forks, City of Wichita Falls setting out
the following information: 1) Name of the drilling contractor; 2� Location of
the well; 3) Statement of full and complete oianerdiip of the mineral interests,
to -ether with a description of the lands involved in the drilling block; 4) Satis-
factr)ry evidence of liabi.l.ty and property damage insurance as required in this
ordinance; 5) Copy of the per:ilit from the Railroad Commission of Texas .for the

SECTION 2. No well shall be drilled within the corporate limits of the
City of Wichita Falls, except that the drilling firm or contractor carry public
liability insurance in limits of nifty and One Hiuidr<ed Thousand Dollars .and
property damage insurance for nifty Thousand 'Jollars.
SECTION 3. No tank battery shall be located within the corporate
limits of the City of Wichita Falls. In the event production is obtained therein,
such tank battery shall be located outside the corporate limits of such City.
SECT�0O 1�. No pumping unit used for the purpose of lifting oil shall
be powered with any power other than electricity.
SECT:Cr?N 5. In the event any production is obtained within the corporate
limits of the City of Wichita Falls the premises shall -0e kept clean and the pumo
jack and power shall be enclosed within a structure similar to the construction
in the neighborhood where the well is located.
SECTION 6. All flow lines and/or water and/or oil or gas lines shall
be buried at least two feet under the ground within such corporate limits.
SECTION 7. Any waste oil or water in, on, or around any premises within
the corporate limits of Wichita Falls shall be immediately cleaned up and the ground
shall be cleaned of any oil bearing dirt.
SECTION 8. Any salt water produced within the corporate limits of 1idzita
Falls shall be injected into -the earth in a sand at least 300 feet below the ground
in the event such salt water production exceeds three (3) barrels per day.
SECTION 9. In the event that any permit is granted to drill or
explore for oil or gas within such corporate limits, the drilling contractor
shall proceed with the drilling operations with the highest degree of care so
as not to injure adjoining prope AY or persons in any manner and shall keep
the premises fenced with a substantial fence so as to avoid trespassing on the
part of anyone, particularly children, and upon the completion of such drilling
operations, all drilling mud shall be removed outside the corporate limits of
the City and the grounds around the well and the slush pits shall be immediately
cleared of all drilling mud and/or oil or salt water, or water and shall be made
to conform in appearance to the lands in the neighborhood Vh ere:i.n such drilling
operations are so conducted.
SECTION 10. This ordinance may be enforced by injunction by cancel-
lation of the permit of the operator to continue drilling, or in any other
legal manner in a court of competent jurisdiction.
SECTION 11. The fact that one well is now drilling within the
corporate limits of the City and that if drilling is not controlled, public
health and safety may greatly suffer, creates an emergency, requiring that
this ordinance shall and will be effective from the date of its passage.
