RESOLUTION AUTHORIZING AN ECONOMIC DEVELOPMENT
INCENTIVE AGREEMENT WITH VERNON REGIONAL JUNIOR
COLLEGE AS RECOMMENDED BY THE WICHITA FALLS ECONOMIC
DEVELOPMENT CORPORATION AND APPROVING AN AMENDMENT
TO THE CORPORATION'S FY 2000 -2001 BUDGET; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, On March 5, 2001, the 4A Corporation Board of Directors met to
consider a request from Vernon Regional Junior College (VRJC) to establish a
machining lab at the Skills Training Center in Wichita Falls; and
WHEREAS, the successful implementation of this project will provide training of
individuals needed by local industry as they seek to attract and maintain a qualified
skilled workforce.
WHEREAS, The 4A Board recommends approval of the proposed machine and
equipment list, a copy of which is attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. An economic development incentive agreement in the amount of
$125,000 with Vernon Regional Junior College (VRJC) to purchase machinery and
equipment necessary for implementation of a machining lab at the Skills Training
Center in Wichita Falls, as presented at a meeting of the Wichita Falls Economic
Development Corporation on March 5, 2001, is hereby approved.
SECTION 2. A copy of the list of equipment required for the initial start up of the
machining training program is attached hereto.
SECTION 3. The FY 2000 -2001 Budget of the Wichita Falls Economic
Development Corporation is hereby amended in the amount of $125,000 for the
economic development incentive agreement with VRJC.
SECTION 4. It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.

We at Wichita Falls Refurbishment strongly support Vernon Regional Junior. College's effort to
establish a manual machining program at the Skills Training Center. There is an urgent need for
machinists in this area, and a machining program located at the training center would be very
beneficial to our company.
In the past few years we have sent employees to the Center for training and have used the Center to
provide customized AutoCAD training. VRJC has also used employees from our company as
instructors for courses at the Center. Wichita Falls Refurbishment partnered with VRJC to file for
the grants that helped to establish the highly successful Skills Training Center, and we donated a
machining lathe and other small tools to be used in the machining programs. In addition, our
production engineer helped to develop the list of machining equipment and supplies that will be
needed for the new machining lab.
We look forward to continued support of the Center and the addition of the Manual Machining
program.

Dear Dr. Couch,
Over the last 16 months STANLEY Mechanics Tools, WF has had the privilege of benefiting from a
successful partnership with the Texas Workforce Commission and Vernon Regional Junior College
through a Skills Development Training Grant. During this period of time 42 machine operators have
taken Basic Machine Shop I, Basic Machine Shop II and Intermediate Machine Shop I courses totaling 87
class slots. Presently 13 employees have been recruited to take Machine Shop courses for the VRJC Winter
term.
Measurable results have been realized from the educational experiences the STANLEY employees have
had in technical training at VRJC. To date employees have produced parts with a higher level of quality
due to improved competence and employees have advanced to higher levels of compensation on the pay
scale Great success has been realized in economic development for our region, but one problems persists.
The schedule that is presently available interferes with production for second shift employees. There is a
need for a Machining Lab at the VRJC Skills Training Center so more students can be trained across all
three shifts.
STANLEY Mechanics Tools, WF takes great pride in the fact that our team has provided technical
support in the creation of a Machine Lab Inventory consisting of tooling and equipment needs that will
promote quality education in a safe environment. We are prepared to provide technical assistance with
curriculum development realizing that the courses are pre - selected from the Texas Workforce Education
Course Manual.

This letter is written in support of VRJC's efforts in establishing a manual machining lab at the VRJC
Skills Training Center. The new lab would be beneficial in training persons wanting to move into
maintenance departments and in helping to attract and train new individuals desiring to work in
manufacturing.
A new, state -of -the art lab in Wichita Falls would provide quality training for Howmet Casting
employees and other manufacturing companies in the area. A lab at the Skills Training Center with a
full -time instructor available to teach during the day would be beneficial. Currently, only evening
hour classes are offered.
We have worked with VRJC on numerous projects and verify they work cooperatively and in
partnership with us. We wish them success regarding the machining lab.
