G1a1CY. °HrI?EAS, the City of ;ichita Falls and the .metropolitan area of the City of Wichita Falls has depended for many years on sarface waters as a supply of water for the use of its inhabitants and industries; and, INTH�S, the principle source of water supply for the City of tfichita Falls, that is, Lake Tdckapoo in Archer County and Lake dichita in ;Jichi.ta and A rcher Counties, has insufficient grater to permit the indiscriminate use of water by its inhabitants and businesses and in order to safeguard and _fully utilize the water supply that the City of ;3ichita Balls now has on hand for essential uses, such as household consumption, lire protection, maintenance of health and sani- tary facilities and the operation of essential businesses, the .3oard of Aldermen of the City of Wichita Falls is required to take imaediate steps to prohibit and restrict the use of water for non -essential uses and to enforce conservation measures which will limit the use of such water as is now available for only essential uses; KGW TIiLi;Er �E, IT ORDAINED 3Y IE _DJA2T OF AL>�MIEN %€_' 'i� Cl`iY GI{ ;y C_i `1A A LIAS, TIMAS : SECTION 1. That for the purpose of this ordinance the Zaty of ,ichita Falls is divided into three (3) zones for restricting water usage, such zones being as -follows: (1) ZONE CITE - That area north of Wichita Valley Railroad Tracks and west of 3rook Street; (2) ZONE TUO - That area south of ;Jichita Valley ;railroad Tracks and i-,Test of Hiolliday Street; (3) ZONE ' 11LEE - The balance of the area of the City of Wichita Falls, being that portion of�e City east of ?zrook ,Street and north of the ",ji c h-ta Valley Railroad Tracks, 4W east of ';olliday Street and south of the Wichita Valley Railroad Tracks. (That attached 'hereto is a map designating the three zones above described to show with more particularity the areas included in each zone.) SECT-LON 2. That ti-ie use and .ithdrawal of water from the City of Wichita Falls water supply system for the lollowil'l; purposes is Hereby prohibited, except as set out in Section 3 hereof: (1) The sprinkling or watering of trees, shrubbery or grass through the use of a hose or otherwise; provided, however that nurseries shall be alloy use a ni.nilnam amount of water to keep their present stock of shrubber�ran trees alive. (2) The washing of automobiles, trucks, railroad cars, or any other type of equipment; provided however that service stations, car dealers and fleet owners shall be allowed 123000 gallons of water per month for all purposes and providing further, that they maintain and use automatic cut-off nozzles when cars or trucks are being washed. (3) The washing of filling station aprons or floors and interiors of buildings, trucks, or railroad cars; provided 11owever that the fire narshal may permit the reasonable use of water for the washin of filling station aprons and floors essential to public safety and the prevention of fire hazards. (4) The wasting of any water through defective plumbing; defective plumbing being defined as plumbing -t�zat has been permitted to remain out of repair, such as leaking grater closets, surface leaks, underground leaks, defective faucets or taps. SECTION 3. Persons residing in such zone �:n.ose property is an odd number by street designation may water between the same hours, 7:00 a.;i. and 11:00 a.m. and between the hours of 5:00 p.ra. and 9:00 p.m. on Thursday of each week. That the provisions of this ordinance shall a: -ply to users of .-rater from the City of ;�1ichita falls water supply system which are outside the City of 11iciita Falls and the provisions of -rnis ordinance :iay be enforced by the discontinuance of the water service in the event of a violation of said terms and provisions of till s ordinance. SECTION 9. If any part or parts of this ordinance are for any reason held to be invalid, such decisions shall not affect the validity of the remaining portions of this ordinance. Paragraph 12 of Ordinance 1o. 445 is hereby amended so that the provisions of this ordinance shall hereinafter be construed as a part of Ordinance No. 445 under Paragraph 12 th.ereoft 1953.
