AN ORDINANCE ADOPTING A JaJDGET FOR THE ENSUING FISCAL Yr�AR, BEGINNING
0CT0BER 1, 1953, AND ENDING SEPTaIBER 30, 1954, iN ACCORDANCE WITH THE CHARTER
AVID ORDINANCES OF gIE CITY OF InCHITA FALLS, nZaAS.
BE IT ORDAINED BY ZHE BOARD OF ALOERi"M4 OF THE CITY OF WICHITA FALLS, TEXAS:
SECTION 1. That the budget estimate of the revenues of the City of
Wichita Falls and the expenses of conducting the affairs for the ensuing fiscal
yea', beginning October 1, 1953, and ending September 30, 1954, as submitted to
the Ibard of Aldermen by the City Manager of said City, be, and the same is in
all things adopted and, approved as the budget estimate of all the current expenses
as well as the fixed charges against said City for the fiscal year beginning the
lst day of October, 1953, and ending the 30th day of September, 1954.
SECTION 2. That the sum of $2,180,200 is hereby appropriated out of
the general fund for the payment of operating expenses and capital outlay of the
city government as hereinafter itemized, to wit:

SECTION 3. That the sum of $1,073,163 is hereby appropriated out of
the water utility fund for the operating expenses and capital outlay of the
municipally owned water works as hereinafter itemized, to wit;

SECTION 4. That the sum of $146,034 is hereby appropriated out of the
sewer fund for the operating expenses, capital outlay, and debt service of the
municipally owned sewer system as hereinafter itemized, to wit:

SECTION 5. That the sum of $�285,923 is hereby appropriated out of the
general debt service fund for the purpose of paying the accru'
-redeeming the serial bonds as they mature on the ts interest and
after itemized, to wit: general debt service as herein -

SECTION 6. That except in cases of emergency, no money shall be
drawn from the treasury of the City, nor shall any obligation for the expenditure
of money be incurred except pursuant to the budget appropriation to a purpose or
object of expenditure for which the appropriation as provided in this ordinance
has proved insufficient.
SECTION 7. That the Board of Aldermen hereby authorizes the City Manager
to transfer any part of an unencumbered balance of an appropriatiez, to a purpose
or object for which the appropriation for the current year has proved insufficient,
and further authorizes him to make a transfer between items appropriated to the
same office, department, or division.
SECTION 8. That there is hereby appropriated the sum of $60,000 to be
known as the 11contingent fund" for use in any of the administrative departments
of the city. Such contingent fund shall be under the control of the City Manager
and distributed by him with the approval of the ,Board of Aldermen. In the case
of any emergency or department ever -run or unforseen expenditure, the head of
any department may make a written request for use of a portion of the contingent
fund. Upon receipt of such request the City Manager shall bring the same to the
attention of the Board of Aldermen and, if approved, he shall in writing authorize
the transfer of a sum sufficient to meet the proposed expenditure from the con-
tingent fund to the credit of the department making the request. He shall
transmit a copy of such written authority to the City Clerk and to the department
making the request. Upon receipt by the City Clerk of such copy the said amount
shall be the appropriation set apart for such department.
SECTION 9. This ordinance shall be and remain in full force and erect
from and after its passage and approval by the Mayor and Board of Aldermen.

Attached is a copy of the proposed budget for the fiscal year beginning
October 1, 1953 and ending September 30, 1954. Willyou please file this
document in accordance with Article 689A-13 to 689A-16, inclusive, of the
Revised Civil Statutes of Texas as amended.
This budget as prepared by the City Manager is filed with you sixteen
days prior to the date of the public hearing thereon, which will be held on
Monday, September 30, 19533 at 10:00 o'clock a.m. in the Council Room of the
Memorial Auditorium. Will you please issue a public notice of such hearing
in substantially the following form:

Notice is hereby given that the Board of Aldermen of the City of Wichita Falls
will hold a public hearing in the Council Room in the Memorial Auditorium in
said city of Wichita Falls, Texas, at 10:00 o'clock a.m. on the 30th day of
September, 1953, for the purpose of considering the annual budget for the
fiscal year beginning October 1, 1953, and making the appropriations for the
support of the city government for the fiscal year beginning October 1, 1953
and ending September 30, 1954.
