AN ORDINANCE REGULATING THE FINANCING OF SEATER AND SEWER EXTENSIONS AND
CONTROLLING SUBDIVISIONS ADJACENT TG OR WITHIN ME CE)RNC?,ATE LIMITS OF THE
CITY OF WICHITA FALLS, TEXAS.
BE IT ORDAINED By THE 130ARD OF ALDERMEN OF THE CITY OF WICHI `2A FALLS, TEXAS:
That in order to clarify and make certain the rights of subdividers
with reference to water and sewer extensions the fol-, ""ing policy is hereby

SECTIC,N 1. The Water and Sewer Departments may allow and make
connections which extend water and sanitary sewer mains in the streets and
alleys, or easements, within or without the city limits at city cost for
persons desiring water and sanitary service providing, however, that water
or sanitary sewer mains at the poir_t of connection the service required, are large enough to provide

SECTION 3. FIRE PROTECTION, CO101ERCIAL ARID Ih!)USTRIA.L CONNECTIGIIS:
The City will allow and make within and without the
city limits fire protection, commercial and industrial connections at actual
cost of the facilities to the City.
Where extensions of the water or sewer system is required
to serve property within or without of the city or platted for resale the City of Wichita Falls willconstructeither dis which has been rectly
or by contract such water and sewer mains and facilities including offside
connecting mains at the actual cost of such mains and facilities to the City.
Property inside of the city limits will be given first priority to the service.

directly or by contract, except that the owner or his duly authorizled agenichita t of
a tract of land may exercise the option of installing a complete water or sewer
system or both including all Mains, valves, hydrants, etc., at his own
and through a private contractor or by himself. It is further provided thatse
the water and sewer facilities constructed by a private contractor
shall be subject to inspection and all requirements, spec ficat anddeveloper of the Water and Sewer Departments covering water and sewer facilities in
the City of Wichita Falls and that no private contract shall be let or that no
works shall be commenced by the developer except on written approval of the
Water and Sewer Departments of plans and specifications.
SECTION 5. ALL WATER AMID S5jrM FACiLITIrS TO BECOI� THE Pt�C1P tTY
OF 'fHE CITY OF WICHI TA FALLS
All water and sewer facilities installed by others or
at the cost of others shall become the property of the City of Wichita Falls
at such time as the City assumes operation, maintenance, and replacement
responsibility for the facilities. The City will not assume these responsi-
bilities unless the facilities are free and encumbrances. clear of all liens, claims and

BEFORE ANY WATER AhD SEWER SERVICE WILL BE EXTENDED:
(a) Must submit to the City a preliminary plat
showing his overall plans in three or four
copies as required;
A copy shall be submitted to the Park Depart-
ment showing that all Park Department require-
ments have been met;
A COPY shall be submitted to the Public t^corks
Department showing that all street and sewer facil-
ities requirements have been met;
A copy shall be submitted to the Water Department
showing that all water facilities requirements
have been met.
(b) Must file with the Director of Public Works after
preliminary plat has been approved a permanent
Plat which will include only that portion of the
land for immediate improvement. The permanent
plat shall corrtain a statement that it together
with necessary dedication deeds and easements
will be properly recorded after approval by the
Board of Aldermen of the "'ity of tl.chita Falls.
The permanent plat shall show all permanent
Property markers and other pertinent required
information.
SECTION 7: If it is desired to annex the property shown on the
permanent plat to the City of Wichita Falls the Directopy of the r of Public Works shall
be so notified and the City Attorney shall be furnished a co
preparation of the annexation ordinance. P for
SECTION 8. No water and sewer service will be extended by the City
Of Wichita Falls until all requirements of this ordinance have been complied
with.
SECTION 9. The fact that the City
has limited
funds in both its Water and Sewer Fund Accounts creates anlls emergency and
ordinance shall be effective from and after the date of its passage,
