Resolution adopting a policy for permitting construction of
connections to the Circle Trail
WHEREAS, it is desirable to provide and encourage the best opportunity for
enjoyment of the Circle Trail ; and,
WHEREAS, it is desirable to provide the public with convenient trail connections
from the Circle Trail to adjacent businesses and apartment complexes that provide
services to enhance enjoyment of the Circle Trail.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The attached policy for permitting construction of connections to the Circle Trail
is hereby adopted.

Policy for Requests to Construct
Connections to the Circle Trail
June 16, 2015
1. Connection trails shall be:
a. From public ROW to the public Circle Trail.
b. From commercial businesses to the Circle Trail.
c. From multi -family, residential complexes containing five or more units. No
trail connections allowed from private, single family residences.
2. An authorized connection trail will be an encroachment agreement.
3. Construction plans shall be completed and submitted to Building Inspections.
a. Plans must be approved by the City and a Permit issued prior to
authorization to proceed.
b. Insurance shall be provided as required by the City.
c. All work shall be by a licensed and bonded contra ctor.
4. All connection requests will be evaluated based upon public need as determined
by the City:
a. The estimated number of users.
b. Proximity to nearest, existing public access connection.
c. Based upon the degree the activity will enhance aesthetic appeal and
experience of the Circle Trail.
d. Maintenance impact to the City.
e. Congestion of parked vehicles on adjacent street.
f. Public safety.
5. Property owners will be responsible for maintenance of the connection trail on
their property.
6. City may alter or remove the connection trail on City property for conditions
specified in the encroachment agreement.
