Charles Grady called the April 1, 2015 meeting of the Wichita Falls Traffic Safety
Commission to order at 1 :30 p.m.
The minutes were approved for Mar 2015.
The financial report for April 2015 remains the same. The balance is
$1,522.56.
Accident Statistics:
Feb Crashes: 247 Injuries: 43 Fatalities: 1 YTD
City Traffic Report
Mark Beauchamp discussed the following: Same Info as last month as follows.
1. Bicycle friendly community project is still in the works.
2. Sheppard Access Rd. lighting project will start soon. A new truck was
delivered that will assist in the completion of this job.
3. Sign change out on southwest part of town.
4. Traffic control evaluation.

5. T.A.P. Transportation Alternative Plan grant was discovered. May 4rh is the
timeline to try and take part in this program.
6. Circle trail completion agreement with Burlington Northern RR has been
reached.
7. New Pathway Signage is being installed at city buildings and attractions in the
city.
8. Second section of LED lights on Sheppard Access Road installation beginning
soon.
9. Barnett and Kell control change out - this will help with the flow of heavier
traffic.
10. Burlington Northern Railroad has a representative who will be meeting with
city officials in reference to the completion of the circle trail.
State Traffic Report
T.J Harrell advised:
1. Update on joint project with the city on Southwest Parkway and McNeil.
2. Double left turn lane joint project with the city on Kell Blvd in the future.
Committee Reports:
None
Unfinished Business:
1. 03 -14: Three Foot Traffic Ordinance - this would make drivers of motor
vehicles give a bicycle /pedestrian a safe clearance when passing. This is a widely
adopted practice for other cities. Mark Beauchamp presented a copy of an
ordinance from another city that will be forwarded to the City Attorney for
suggested approval by council. Mark also advised 24 states have passed this as
law. Assistant City Attorney Peter Scott advised the city's legal department
looked over the information presented by the TSC. To date, the Legal
Department and the TSC have not reached an agreement on a document to
present to City Council. Item is still pending. Andy Kocher made a motion to
send both the TSC proposed ordinance and the City Attorneys proposed
ordinance to the City Manager's Office for his review and approval of adopting
one or the other of these ordinances. The TSC will attach a rebuttal document in
regard to the City Attorney's proposed ordinance. The motion was seconded by
Laney Oliver. All were in favor and the vote passed unanimously.
2. Mark Beauchamp advised he had met with the City Attorney in reference to the
no off -road vehicles in public parks and school property. A decision was made to
post signage to try and deter these type of offenses. WFISD Will relate the
verbiage to the City. City will assist in building and installation.

New Business:
1. City Health Fair— scheduled for Saturday, April 11th. TSC will be present. Two
Bicycles will be purchases from TSC funds for this event.
2. City Circle Trail tour -- scheduled for Saturday, May 2.
There being no further business before the Commission, the meeting was adjourned
at 2:30 P.M.
