I. Welcome & Introduction
Mayor Barham, the TPC chairperson, called the meeting to order at 10:02 a.m.
and welcomed everyone in attendance.

II. Public Comment on Agenda and Non- Agenda Items
Mayor Barham asked for any public comments on agenda and non - agenda items.
None was received.
III. Review and Adoption of the Transit Oriented Development (TOD)Study
Ms. Shabay, Freese and Nichols (FNI), presented a brief overview and final
recommendations of the Transit Oriented Development (TOD) study to the
policy board. Ms. Shabay stated that her team at FNI along with WFMPO staff
kicked off the TOD study in July 2013. Since then, FNI has collected demographic
analysis, existing conditions analysis, GIS data and met with the Technical
Advisory Committee for review of the draft report. Out of four activity
generators in the City: Sheppard AFB, Hospital District, Midwestern District and
Downtown core, FNI felt downtown Wichita Falls has the greatest potential to
create into an urban TOD center.
Mr. Richardson, FNI, discussed potential areas of downtown, within a half -mile
radius around the Travel Center, for development. FNI recommended focusing
development on hotel /convention center near the MPEC, housing, mixed -use
housing and retail, shared parking garages, and offices for technical/knowledge-
based industries. Ms. Shabay stated downtown needs to improve its density and
recommended the City of Wichita Falls conduct a small area plan and market
analysis for housing needs in downtown.
Mayor Barham asked for a motion to adopt the Transit Oriented Development
study for use by WFMPO staff. Mayor Henson made the motion to adopt. Judge
Gossom seconded the motion, which passed unanimously.

The meeting adjourned at 11:20 a.m.
