I. Welcome & Introduction
Mayor Barham, the TPC chairperson, called the meeting to order at 8:31 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non - Agenda Items
Mayor Barham asked for any public comments on agenda and non - agenda items.
None were received.
III. Review and Approve the Transportation Policy Committee's October 29,
2014 Meeting Minutes
Mayor Barham directed the committee's attention to page 6 of the meeting
packet. He asked for any comments or questions regarding the TPC October 29,
2014 meeting minutes. Receiving none, he asked for a motion to approve the
minutes. Judge Gossom made the motion to approve. Mr. Watts seconded the
motion, which passed unanimously.

IV. Review and Approve the Transportation Policy Committee's December 17,
2014 Meeting Minutes
Mayor Barham directed the committee's attention to page 12 of the meeting
packet. He asked for any comments or questions regarding the TPC December
17, 2014 meeting minutes. Receiving none, he asked for a motion to approve the
minutes. Judge Gossom made the motion to approve. Mr. Tegtmeyer seconded
the motion, which passed unanimously.
V. Review and Comment Regarding the Technical Advisory Committee's
January 20, 2015 Meeting Minutes - No Action Required
Mayor Barham directed the committee's attention to page 15 of the meeting
packet. He asked for any comments or questions regarding the TAC January 20,
2015 minutes. Mr. Barnett briefly outlined the main points of the meeting to the
Policy Board. After receiving no further comment, Mayor Barham moved on to
the next agenda item.
VI. Review and Approve the FY 2015 Unified Planning Work Program Budget
Amendment
Mayor Barham directed the committee's attention to page 20 of the meeting
packet. Mr. Barnett reviewed the changes to the FY 2015 UPWP budget. He
stated this budget amendment reflects all authorized and carry over funding
amounts for use in FY 2015. Mr. Barnett stated the FY 2015 budget, which
includes 5307 public transportation funds, is $227,733.10 He asked for any
comments or questions regarding the FY 2015 Unified Planning Work Program
budget amendment. There was none. Mayor Barham asked for a motion to
approve the budget amendment. Mr. Schreiber made the motion to approve. Mr.
Watts seconded the motion, which passed unanimously.
VII. Review and Approve the 2015 -2040 Metropolitan Transportation Plan
Update
Mayor Barham directed the committee's attention to the enclosed 2015 -2040
Metropolitan Transportation Plan Update binder. Mr. Barnett informed the
committee that MPO staff revised the document based on input received for the TAC and
TPC committee meetings back in December of 2014. Mr. Barnett stated that MPO staff
posted the document for public review and comment, which ran from December 19,
2014 to January 19, 2015. Mr. Barnett received three recommendations from Councilor
Ingle. He presented the revisions to the Policy Board, which they reviewed, discussed,
and approved. Mayor Barham asked for a motion to approve the 2015 -2040
Metropolitan Transportation Update with revisions. Judge Gossom made the motion to
approve. Mr. Wilde seconded the motion, which passed unanimously.
VIII. Update on Proposition 1 Funding of Local TxDOT Projects
Mayor Barham directed the committee's attention to page 29 of the meeting
packet. Mr. Barnett updated the committee on Proposition 1 funding stating that
on December 19, 2014, he received a letter from the Director of Planning for
TxDOT Austin informing him that WFMPO would receive $3,120,000 in funding
for FY 2015. Mr. Barnett stated the funding would go towards two projects from
the MTP Project List. Mr. Brown informed the committee the two projects were

FM 369 Corridor Drainage Ditch Enclosure and a Diamond Grind /Full Depth
Concrete Pavement Repair at various locations within the MPO. He stated a third
project, US 287 Corridor Roadway Lighting installation, would receive funding in
2016.
Mayor Barham asked for any comments or questions regarding the Proposition
1 Funding. Receiving none, the committee moved on to the next agenda item.
1X. Progress Report on the Transit Oriented Development Study
Mayor Barham directed the committee's attention to page 34 of the meeting
packet. Mr. Barnett informed the committee that Freese and Nichols, Inc. was in
the process of completing their final presentation of the TOD study and finalizing
the document for review and discussion. He stated the MPO would hold special
TAC and TPC meetings in February to review and discuss the final report. Mayor
Barham asked for any comments regarding the Transit Oriented Development
Study. Receiving none, the committee moved on to the next agenda item.
X. Other Business
a. Discussion & Overview of Progress on Local Transportation Projects -
City and TxDOT staff (Quarterly Review)
TxDOT: Mr. Brown reported on US 82 from Galveston to McKinney road and
stated this project was complete. He stated FM 369 from McNiel was a
project connected to the city's drainage ditch project and was currently
under construction. Future projects include FM 369 at SH 240 to US 287 district
wide seal coat, City View Drive to 1 -44 overlay, FM 171 Old Friberg Road to Clay
County paved surface width, SH 240 bridge replacement, FM 2650 extend culverts
and add shoulders, FM 369 at Fairway to McNeil drainage ditch enclosure and LP
473 Hatton Road place curb and gutter.
Ljty� Mr. Schreiber reported that the 2015 Street Rehab mill and overlay
projects for 2014 were complete. He reported the McNiel Drainage and
Southwest Parkway Intersection Improvements were approximately 50% complete.
b. MPO Quarterly Financial Report (4th Quarter FY 2014 -July, August,
September)
Mr. Barnett reported on the fourth quarter expenses for the MPO. He stated that the
MPO had spent 111.64% of its allocation for FY 2014. Mr. Barnett said this amount
was based on estimated funding. He informed the committee of the actual
authorized and expended amounts for 2014 on page 40 of the meeting packet
stating that WFMPO spent 92.28% of its actual funding allocation in FY 2014. He
asked for any comments or questions on the fourth quarter financial report. He
received none.
c. Grouped TxDOT CSJ Projects Report
Mr. Barnett reported on the grouped TxDOT CSJ report on page 41 of the
meeting packet. He stated MPO staff added 7 new projects for this quarter.
He asked for any comments or revisions to the report. There was none.

d. Other Items
Mr. Barnett directed the committee's attention to page 42 of the meeting
packet. He informed the committee of the TxDOT Transportation
Alternatives Program (TAP) Call for Projects, which provides funding for a
variety of alternative transportation projects, including hike and bike and
Safe Routes to School infrastructure projects. Mr. Barnett stated an estimated
$52 million in federal funds are anticipated to be available to fund authorized
TAP projects submitted under the Call for Projects.
Mr. Barnett informed the committee of a meeting held with city officials
including Mr. Mark Beauchamp, Traffic Engineering, Mr. Jack Murphy,
Director of Parks and Recreation, Mr. Davis Powell, City Engineer, Ms.
Montgomery- Gagne, Senior Community Development Planner, Mr. Terry
Points, Parks and Recreation, and Ms. Pat Hoffman, Property Administrator.
He stated the meeting was to discuss potential bicycle and pedestrian
projects for TAP application submission. The TAP Development Committee
selected six projects. Mr. Barnett stated the City would submit the six
projects, along with the required support materials, by the deadline of May 4,
2015. Mayor Barham asked for comments and questions regarding the
TxDOT TAP program. There was none.
