Welcome & Introduction
Mr. Barnett, the TAC chairperson, called the meeting to order at 1:35 p.m. and
welcomed everyone in attendance.
U. Public Comment on Agenda and Non- Agenda Items
Mr. Barnett asked for any public comments on agenda and non- agenda items. Receiving
none, he moved on to the next agenda item.
III. Review and Approval of the October 16, 2014 Technical Advisory Committee's
(TAC) Meeting Minutes
Mr. Barnett asked for any comments or corrections to the October 16, 2014 TAC
meeting minutes. MPO staff received none. He then asked for a motion to approve the
minutes. Mrs. Gagne made the motion to approve. Mr. Beauchamp seconded the motion,
which passed unanimously.
IV. Review and Comment Regarding the October 29, 2014 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the October 29, 2014 TPC meeting minutes. MPO
staff received none. The committee moved on to the next agenda item.

V. Review and Comment Regarding the December 17, 2014 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the December 17, 2014 TPC meeting minutes. MPO
staff received none. The committee moved on to the next agenda item.
VI. Review and Recommendation to Approve the FY 22015 Unified Planning Work
Program Budget Amendment
Mr. Barnett directed the committee's attention to page 18 of the TAC meeting packet. He
reviewed the changes to the FY 2015 UPWP budget. Mr. Barnett stated this budget
amendment reflects all authorized and carry over funding amounts for use in FY 2015.
He asked for any comments or questions regarding the FY 2015 Unified Planning Work
Program budget amendment. Receiving none, Mr. Barnett asked for a motion to forward
the budget amendment to the Policy Board for their review and approval at the January
28, 2015 Transportation Policy Committee meeting. Mr. Hertel made the motion to
forward the budget amendment to the Policy Board. Mr. Moore seconded the motion,
which passed unanimously.
VII. Review and Recommendation to Approve the 2015 -2040 Metropolitan
Transportation Plan Update
Mr. Barnett directed the committee's attention to the enclosed document binder of the
2015 -2040 Metropolitan Transportation Plan update. Mr. Barnett stated this was the
final draft of the 2015 -2040 plan update, which includes the current MTP project list
and the WFMPO Prioritized Project list. He informed the committee that MPO staff
revised the document based on input received for the TAC and TPC committee meetings
back in December of 2014. Mr. Barnett stated that MPO staff posted the document for
public review and comment, which ran from December 19, 2014 to January 18, 2015.
Mr. Barnett asked for any comments or corrections to the 2015 -2040 update. Mr. Powell
referenced page 5 -10 of the MTP update and recommended MPO staff create a table for
the top 10 projects that fall under the added capacity /added mobility category.
Additionally, he recommended updating the description to include the road names of
each project. Mr. Carter noted the page numbers on the Prioritized Project List did not
line up with the page numbers listed on the cover page of the document.
Mr. Barnett asked for any other additional comments or corrections. Receiving none, he
asked for a motion to forward the 2015 -2040 Metropolitan Transportation Plan update,
with revisions, to the Policy Board for their review, approval, and adoption at the
January 28, 2015 Transportation Policy Committee meeting. Mr. Powell made the
motion to forward the final draft of the document, with revisions, to the Policy Board for
their review, approval, and adoption. Mr. Rohmer seconded the motion, which passed
unanimously.
VIII. Update on Proposition 1 Funding of Local TxDOT Projects
Mr. Barnett directed the committee's attention to page 29 of the meeting packet. He
updated the committee on Proposition 1 funding stating that in November 2014, Texas
voters passed Proposition 1, which authorizes annual disbursements from the state's oil
and gas tax collections to the State Highway Fund. Mr. Barnett stated that on December
19, 2014, he received a letter from the Director of PIanning for TxDOT Austin informing
him that WFMPO would receive $3,120,000 in funding for FY 2015. Mr. Barnett stated
this funding would go towards three projects from the MTP Project List. Mr. Beaver
informed the committee the three projects were FM 369 Corridor Drainage Ditch

Enclosure, Diamond Grind /Full Depth Concrete Pavement Repair at various locations
within the MPO and US 287 Corridor Roadway Lighting installation. He went on to say
that, in 2015, the Wichita Falls District would apply the $3,120,000 towards the first
two projects and then, if there was any funding left over, they would apply the
remainder to the US 287 Corridor Roadway Lighting installation project. Mr. Barnett
commented that the MPO would probably have to wait for the FY 2016 Prop 1 allocation
to fund the lighting project completely. Mr. Barnett also stated completing these
projects would address several safety and operational issues within the region.
Mr. Barnett asked for any comments or questions regarding Proposition 1 Funding.
Receiving none, he moved on to the next agenda item.
IX. Progress Report on the Transit Oriented Development Study
Mr. Barnett directed the committee's attention to page 34 of the TAC meeting packet. He
refreshed the TAC committee's memory concerning the meeting with Freese and
Nichols, Inc. (FNI) on November 13, 2014 when FNI presented their TOD study findings.
During the November meeting, FNI did not recommend initiating any type of TOD
strategy except for around the Downtown Travel Center. Mr. Barnett stated Freese and
Nichols, Inc. were in the process of completing their final presentation of the TOD study
and finalizing the document for review and discussion. However, Mr. Barnett stated the
MPO would need to hold special TAC and TPC meetings in February to accomplish this.
Mr. Barnett asked for any comments or questions regarding the progress report on the
Transit Oriented Development Study. Receiving none, the committee moved on to the
next agenda item.

Discussion & Overview of Progress on Local Transportation Projects -- City and
TxDOT staff (Quarterly Review)
TXDOT: Mr. Rohmer reported on US 82 from Galveston to McKinney road and stated
this project was complete. He stated FM 369 at McNiel was a project connected to
the city's drainage ditch project and was currently under construction. Future
projects include FM 369 at SH 240 to US 287 district wide seal coat, City View Drive
to 1 -44 overlay, FM 171 Old Friberg Road to Clay County paved surface width, SH
240 bridge replacement, FM 2650 extend culverts and add shoulders, FM 369 at
Fairway to McNeil drainage ditch enclosure and LP 473 Hatton Road place curb and
gutter.
City� Mr. Powell reported on the 2014 Street Rehab Project at various locations
across the city and stated it was 99% complete. He reported the McNiel Drainage
and Southwest Parkway Intersection Improvements were approximately 50%
complete. The 2015 8th Street and Ohio Intersection Enhancement Project began in
January and was in the initial phase of construction. Mr. Powell reported the Wichita
Bluff Hike and Bike Trail should begin construction in the next few weeks.
Scheduled projects include the 2015 Street Rehab Project at various locations across
the city.
