Min 04/21/2015 CITY COUNCIL MINUTES April 21, 2015 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building April 21, 2015 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor Annetta Dotson - Councilors Michael Smith - Tim Ingle - Tom Quintero - Brian Hooker - Absent Ben Hoover - Late Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Councilor Dotson gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Proclamation – Craft Beer Week, Wichita Falls North Rotary Club 8:33:18 AM Mayor Barham proclaimed April 26-May 2, 2015 as Craft Beer Week in Wichita Falls and encouraged citizens to congratulate the Rotary Club for hosting the event. CITY COUNCIL MINUTES April 21, 2015 Page 2 A representative of Wichita Falls North Rotary Club said the local chapter of the Disabled American Veterans and Lake Wichita revitalization project are the beneficiaries of the Craft Beer Week activities. - - - - - - - Item 3b – Proclamation – Lemonade Day Wichita Falls – America’s SBCE @MSU 8:36:24 AM Mayor Barham proclaimed May 2, 2015 as Lemonade Day in Wichita Falls and encouraged all citizens to take part in mentoring youth by teaching business skills, goal setting habits, and planning strategies. Vanda Wright invited participation in the events of Lemonade Day. She noted the program is available because of the Dancing for the Stars program. - - - - - - - Item 3c – Presentation of Awards to City 8:40 AM Russell Schreiber said the city was awarded two honors at the recent American Water W orks Conference. The first was an environmental sustainability award and the second was for its outstanding customer outreach and public information program. Daniel Nix presented the awards to Mayor Barham and Darron Leiker. Mayor Barham added that John Ingle of the Times Record News was given an award for his efforts on the lifeline project. Item 4 - Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:43:46 AM There were no citizen comments. - - - - - - - - Item 5 - Consent Items 8:44:01 AM City Manager Darron Leiker gave a briefing on the item listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Smith, Quintero, and Ingle. Nays: None Item 5 - Approval of Minutes of the April 7, 2015 Regular Meeting of the Mayor and City Council - - - - - - - - CITY COUNCIL MINUTES April 21, 2015 Page 3 Item 6a – Resolution #44-2015 8:44:24 AM RESOLUTION NO. 44-2015 Resolution Authorizing Award of bid for the City’s Estimated Annual Requirement of Ready Mix Concrete and Flowable Fill to OK Concrete in the Amount of $410,075.00 Moved by Councilor Ingle that Resolution No. 44-2015 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 6b – Resolution #45-2015 8:47:40 AM RESOLUTION NO. 45-2015 Resolution Approving the Programs and Expenditures of the Wichita Falls Economic Development Corporation (WFEDC) and Amending the Budget to Include Up to $1,815,000 for the Pratt & Whitney Technology Enhancement Project Moved by Councilor Smith to table the item until May 5. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 6c – Resolution #46-2015 8:48:18 AM RESOLUTION NO. 46-2015 Resolution Awarding Bid and Contract for the 2015 Street Microsurfacing Project to Intermountain Slurry Seal Inc., in the Amount of $62,730.50 Moved by Councilor Ingle that Resolution No. 46-2015 be passed. Motion seconded by Councilor Hoover and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - CITY COUNCIL MINUTES April 21, 2015 Page 4 Item 6d – Resolution #47-2015 8:51:57 AM RESOLUTION NO. 47-2015 Resolution Authorizing the City Manager to Apply for the FY 2015 Bulletproof Vest Partnership Program in a Total Amount of Approximately $23,327.20 Moved by Councilor Dotson that Resolution No. 47-2015 be passed. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 6e – Resolution #48-2015 8:53:42 AM RESOLUTION NO. 48-2015 Resolution Reducing the Rental Fee of the Mobile Stage for Rental to the Founders Lions Club for Their T-O Fair Event of September 15-19, 2015 Moved by Councilor Ingle that Resolution No. 48-2015 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 6f – Resolution #49-2015 8:54:50 AM RESOLUTION NO. 49-2015 Resolution to Approve Change Order #3 for the Terminal Area Project at Wichita Falls Regional Airport to Trinity-Hughes/Sundt in an Amount of $599,765 Moved by Councilor Ingle that Resolution No. 49-2015 be passed. Motion seconded by Councilor Hoover and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Smith, Quintero, and Hoover. Nays: None - - - - - - - - CITY COUNCIL MINUTES April 21, 2015 Page 5 Item 7a – Staff Reports 9:06:44 AM There were no staff reports. - - - - - - - - Item 7b – Items of Concern to Members of the City Council 9:06:51 AM Members of the City Council presented the following matters: Councilor Hoover said he is excited about the improvements at the airport. He noted that citizens had contacted him about a mobile tattoo booth in the city. Lou Kreidler asked for addition information, noting that such booths are illegal. If citizens contact the health department or dispatch, they will respond. Councilor Smith urged everyone to prepare for the election and become aware of the school bond issues. Councilor Ingle noted the scheduled concert for the evening. He said there is proposed legislation about police body cameras. Chief Borrego said he does not think the legislation will pass in the current form. Councilor Ingle reminded everyone of a Chamber of Commerce tour of Carrigan Center and a meeting with the school board. He said he supports the school district bond. He thanked Russell Schreiber and Daniel Nix for their work on water issues. He also thanked the public information office and John Ingle of Times Record News for their help. He said he would like to see a list of the top 100 water users to see how much they have conserved. Councilor Dotson thanked the Public Works Department for their quick response on filling a pothole in her district. She said the League of Women Voters is holding a candidate meeting next week. Councilor Quintero added his kudos to the Public Works department. Mayor Barham said early voting begins next Monday, April 27, and goes through May 5.
