1. Call to Order
Chair Catherine Prose called the meeting to order at 8:08a.
2. Approval of minutes, oath of office and election of officers
City Council Liaison
Assistant City Manager
Jeanne Rigg moved for approval of the minutes of the May 20, 2013 Arts Commission
meeting, and the September 23, 2013 Arts Commission meeting. Second by Ellen Jahnke,
motion carried.
Kevin Hugman notified Commission members of the resignation of Kevin Tiaden due to a job
move to another state. He noted that the Commission would need to select another member to
fill the position of Secretary.
John Hirschi nominated Ellen Jahnke as Secretary. Second by Catherine Prose; motion
carried.
3. Review of 2014 grant funding requests and Commission recommendations
The Commission interviewed representatives of organizations applying for the 2014 Arts and
Historical Preservation Grants:
• River Bend Nature Center (Representatives Liz Martin, Leslie Fernandes)
• Wichita Falls Museum of Art at Midwestern State University (Representative Danny Bills)
• Wichita Falls Fire and Police Museum: (Representatives Tommy Smyth, Rodney Ryalls)

4. Other items of interest to the members
The Commission discussed scheduling another meeting in the near future to discuss possible
recommended revisions to the Arts ordinance. Specific areas of concern noted were
establishing guidelines for awarding grants. The Commission also suggested looking at Abilene
and Waco to see if they had established guidelines for determining arts grant eligibility.
Kevin Hugman gave an update of the status of the Priddy Foundation's arts review by
consultant Lord Cultural Resources and the Arts and Culture Master Plan based on his
conversation with Leslie Schaffner. Leslie had indicated that the Formation Committee would
be meeting during summer 2014 to discuss organizational structure, and that an executive
director could be hired by late 2014.
The Commission also asked that the Arts and Historical Preservation Grant application form
Section 2.1(b), be revised in the future to say "Organization's Total Expense less

depreciation] in the last three years."
